  1. EBIS/ABC-C • EBIS/ABC-C came in to effect Oct 2010. It was mandatory pushed down • from NGB. DOD had already paid for the program so it was almost “free” for • us to use. • EBIS/ABC-C is a employee tool used to update FEHB, TSP, and FEGLI • Employee’s can go online https://www.abc.army.mil or call • 877-ARMY CTR (touch tone) to make changes to FEHB, TSP, and FEGLI • FEHB, TSP, FEGLI transactions that are updated at EBIS automatically • Then they print to State HRO’s • Employees should always keep a copy of transactions done in EBIS.

  2. EBIS/ABC-C • When you make FEHB changes on EBIS/ABC-C, make sure you do not have • a break in coverage when going to the following: • Pre-Tricare (90 days). Need Proof of Enrollment with Tricare • Tricare, Save all Orders, Get them certified! • Transitional Tricare (TA 180) Save those ID cards! • Save all Certificate of Coverage forms that you may get from FEHB carriers. • A break in coverage could make you ineligible to take your health insurance • (FEHB) in retirement. You must have your health insurance 5 years prior to • Retirement HRO usually tries to help prevent you from having a break in coverage, But with EBIS it has become more the EMPLOYEE responsibility to ensure there Is not a break in coverage.

  3. Retirement changes due to EBIS/ABC • HRO and HRO Reps are losing Federal Retirement Calculator (FRB) • because NGB did not renew the license due to costs. Oct 13, 2011. • HRO Reps will not longer have access to a calculator to compute • retirement computations and/or military buyback amounts. • NGB provided 2 licenses per state to provide urgent retirement • computations in another retirement calculator, GRB. • The purpose of these licenses is to provide commanders estimates • for Retention Boards. The license is not for retirement computations • or buybacks for employees. • Retirements are not going electronic with EBIS, they just went centralized. • EBIS/ABC-C request 6 weeks to compute retirement computations for • Employees.

Retirement changes due to EBIS/ABC • HRO will have to FEDx your file to EBIS/ABC-C for them to do a retirement • Computation and/or military buyback. • Employees must request their own military earnings from DFAS to buyback • Their military time, then forward to State HRO. • Employees can complete their own retirement computations on EBIS/ABC-C, • However, they need to know that there are several types of Service • Computation Dates. • Military Service Date (Your military LES) (Military Only) • Leave Service Computation Date (On SF 50’s, Technician LES’s) • Retirement Service Computation Date • Civilian/TSP Service Computation Date (Civilian Only)

Retirement Service Computation Date • Your Retirement SCD consist of only military time you have made a • military service payment for. • Does NOT include the following: • FICA (Temporary) time after 1-1-89. • FICA time before 12-31-89, that a deposit/payment has not been made • To The Office of Personnel Management (OPM). • Military time that you have not paid a deposit/buyback for. • EBIS/ABC-C may only go by your Leave SCD. You need to make sure • Your eligible to retire before you make the big decision.
