  2. ALFRED NZO • Administrator was appointed from 20 April 2009 • Areas assumed responsibilities on were: • Financial management (financial recovery plan) • Corporate services including general administration and human resource • Infrastructure development and MIG funding • Public Participation

ACHIEVEMENTS • Finance Management System • A financial system bought and abandoned by the municipality (SAMRAS) activated. • A reliable billing system on SAMRAS has been developed. • Accurate annual financial statements were submitted on 31 August 2009 • A debt recovery plan approved and implemented. All creditors whose payments had been outstanding for more than 120 days paid. • Improved record keeping and a fully integrated payroll is now in place.

  4. ACHIEVEMENTS Internal Audit • A system developed ensuring Audit Committee resolutions and recommendations are brought to Council and that they are actioned. • Internal Audit Manager has been appointed.   • Competence in Finance Department • Chief Financial Officer has been appointed. • Municipal Infrastructure Services • Projects have been identified and prioritized from the IDP for the MTEF – 22 projects costing R844 528 110 are registered on MIG – MIS thus committing the entire MTEF. • MIG funding strictly used MIG projects.

ACHIEVEMENTS Public participation • A draft policy on public participation for Alfred Nzo has been developed. • Matatiele has advertised for public participation unit, a post of an Assistant Manager. • Matatiele has established ward committees in all wards except ward 20. • Ward governance workshops at Matatiele, three wards, at Umzimvubu, 24 wards.

  6. ACHIEVEMENTS • A Municipal Manager has finally been appointed. • The Chief Financial Officer was appointed. • The Financial Management System is up and running. • Specific Financial policies are in place. • Public Participation is starting to yield the desired results. • MIG projects are ring fenced and thus used for the intended purpose only. • Intervention was terminated at the end of November and the Administrator submitted a close-out report.

  7. Departmental support • After the section 139(1)(b) intervention came to an end ,it was substituted by a section 154 support to ensure that the gains achieved were continued. • Departmental staff continued to monitor the R1million transferred to municipality in March 2010 to improve the administrative and financial systems was utilized for the intended purposes • The municipality is being assisted to improve the records management system(registry) • The municipality is being assisted in the development of the Work Place Skills plan
