NTHMP FY09 Grants Process • Call for Proposals (Due Nov. 30th) • 4-Year Funding Request • Annual Project Plan and Budget • Tied to NTHMP Performance Metrics • Partners should request funding levels for activities they can reasonably accomplish • NTHMP-CC Review of Proposals (min. 60 Days) • Using criteria defined in the NTHMP Rules of Procedure • NTHMP-CC FY09 Budget Recommendation to NOAA (Feb 09) • Guidance Distributed to NTHMP Partners (NLT March 09) • NTHMP-CC Recommended FY09 Budget (by Partner) • NOAA Approved FY09 Budget (by Partner) • Grant Application Budget Dollars (per year FY09-12)
NTHMP FY09 Grants Process • Grant Proposals • 4 – Year Proposal • For Partners receiving FY09 Funding • Follow Guidance • Due 20 days after guidance dist. • NOAA Subject Matter Expert Review of Applications (20 Days) • Using procedures outlined in Appendix B of the ROP • Dept. of Commerce Legal Review (14 Days) • Negotiation Period – if required (10 Days) • Award Processing – Working toward May 1 • Notification of Grant Award (NOAA AGO) • Acceptance of Grant Award (Partner)
NTHMP Grants Process (cont.) • Post-Award FY09 Grant Process (Partner) • Routine Financial Reporting (Due to AGO) • Provide semi-annual progress reports to the NTHMP Administrator • Provide Annual Report of accomplishments to the NTHMP-CC at the next Annual NTHMP Meeting • Demonstrate how accomplishment supported NTHMP performance measures and milestones • Coordinated in advance with relevant subcommittees • FY10-12 Awards • Partners who receive 4-year awards will apply for FY10 funding through the same NTHMP proposal process as this year. • As long as your FY10 work plan and budget remain consistent with the proposal submitted in FY09 Grants.gov submittal, no additional paperwork will be required • Partners who did not receive FY09 funding or 4-year awards will go through both the NTHMP Proposal Process and submit an application through Grants.gov (as outlined earlier in the presentation)
NTHMP FY09 Budget • NOAA is currently operating under a Continuing Resolution (CR) • No FY09 Federal Agency Budgets approved by Congress • Required by law to only spend at FY08 Funding levels during a CR • The CR could last all year Therefore….
