    1. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 1 Wind Energy & Electric Power Systems Workshop (NWP&CC) Most of my experience is with Large Wind projects, connected to the BPA system. I have attended Wind conferences where NREL and NRECA have discussed small distribution connected and even smaller residential and farm connected WTGs. There are several programs addrerssing these initiatives. Net Metering is one of the better ways to encourage such installations. I have recommended in meetings with OWWG that a distribution utility undertake a small 1-3MW pilot project to see what concerns there would be for PUDs/Coop to integrate 1-10MW wind generation on distribution linesMost of my experience is with Large Wind projects, connected to the BPA system. 2. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 2 BPA Interconnection Queue: - 25+ Proposed (Study Request) - Over 4000MWs Wind 5 Wind Projects On-Line: - Vansycle 25MW (1996) - Stateline 90MW (2001) - Condon 50MW (2001) - Klondike 24MW (2001) - Nine Canyon 48MW (2002) This part of discussion on How to get Connected to BPA SystemThis part of discussion on How to get Connected to BPA System

    3. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 3 Wind Map as of 6/03

    4. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 4 BPA Flowgates for ATC Calcs Flowgate (Cutplane): A constrained portion of the transmission grid.Flowgate (Cutplane): A constrained portion of the transmission grid.

    5. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 5 Goal of ATC Methodology Optimize Use of Transmission System (while meeting current and forecasted long-term obligations without significant costs or increased curtailment as compared to historical levels) Approach Flow Based (approach to manage the network that recognizes flows over the interconnected system while eliminating weaknesses inherent in the traditional contract path model)

    6. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 6 Depiction of How a Single Transaction Uses Multiple Flowgates on the Internal System

    7. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 7 ATC Methodology Combination Power Flow with Contract Rights (Power flow analysis and contracts methodology to produce a 20-year monthly ATC for each of nine flowgates.) Key Assumptions/Features: Use of Forecasted loads. Limited Generation dispatch patterns. Use of Power utilization factors (PUF) to determine power flows over specific flow gates. Maintain current contract rights. Establish Transmission Reliability Margin (TRM) for load forecast error, modeling uncertainty and operational flexibility

    8. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 8 What Are The Benefits of BPAs New ATC Method? TBL now responding to those requesting long-term service (Queue Clearing). Clearer identification of infrastructure needs (when, where new transmission needed). Less risk of unneeded infrastructure investment. More effective (and efficient) curtailment and redispatch. Facilitates development of new Tariff-based products that may more fully utilize ATC.

    9. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 9 TBL Products Long-Term Firm Transmission Short-Term / Non-Firm Transmission NT contracts allow new generation added as NT Resource New Products? Long-Term Partial/Seasonal Firm (new) FERC Network Interconnection (under study)

    10. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 10 Interconnection Queue Issues TBL must follow OATT for Interconnections Back Log of Thermal Generation requests Major Transmission Additions needed Most Wind Projects Later in Queue Many wind projects have not requested firm transmission Wind Projects also stalled due to: Lack of Firm Power Purchase/Sales Excess Generation/Soft Power Market Lack of Transmission in Some Areas

    11. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 11 Wind Generation Concerns Induction Machine Issues PF Correction Variable Generation / Voltage Regulation Weak System (Sub-Grid) Harmonics Ride Through Capability and System Transient Concerns (WECC Issues) Construction Time/Timing Scheduling /Ancillary Services

    12. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 12 TBL Efforts for Wind Projects Streamlined Study process for Interconnection (IFE Process) Developed Study Strategies to Increase use of sub-grid Local RAS (Remedial Control Scheme) Higher Line Loading (due to 30-35% plant factor) Intermittent Generation Consideration Considering Tariff revisions for Intermittent Resources (new product) Considering Sub-Grid Management to increase Sub-Grid ATC (under study)

    13. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 13 Questions?
