  3. Introduction • Energetic Policy of EU White Paper – 1997 share of renewable sources of energy - 12% in 2010 - 20% in 2020 Fuel and energy balance - 7,5% in 2010 Tallin, 07.10.2005

  4. Polish Energetic Policy • 04.01.2005 – Polish Energetic Policy until 2025 (objectives, priorities) • 09.12.2004 – Obligations for purchasing energy from renewal sources 3,1% in 2005 => 9% in 2010 Tallin, 07.10.2005

  5. Polish Energetic Policy • Needed to comply the goals - increase of energetic crops area up to 160-200 thousand hain 2010 (1,2-1,4% of whole arable area) - lack of domestic market products => infrastructure development - stability of supplies Tallin, 07.10.2005

  6. Biomass availability for energy purposes • Stocks - overage surplus of non used 6-8 mln tones of cereal straw = 3-4 mln tones of coal / year - potential production – 470 mln litres - used 10-15% - marginal: by-products, wastes and other production Tallin, 07.10.2005

  7. Payments for energy crops • SAPS (Single Area Payment System) - no aid for energetic crops - possibility of national grants for 1000 ha up to 55,46 Euro/ha (possibility of reduction) -Ordinance of MRiRW - conditions Tallin, 07.10.2005

  8. Payment for energetic crops • SPS (Single Payment Scheme) - aid for energetic plants (RR 1782/2003 chapter 5) - 45 Euro/ha of energetic plant Tallin, 07.10.2005

  9. Liquid biofuels - regulations • Directive 2003/30/EC - 2% of renewal energy by energetic content in fuels to the end of 2005 - 5,75% to the end of 2010 Tallin, 07.10.2005

  10. Market situation • Biofuel companies in transport fuel market - 17 companies – bioetanol possibility 471,6 mln l/year - 10 companies – esters possibility 166,4 mln l/year and growing Tallin, 07.10.2005
