  4. What is the DRMEC? • The DRMEC grew out of a Working Group subcommittee first authorized in a CPUC decision in 2003 (D.03-06-032) and later formalized in 2006 (D.06-11-049) • Composed of representatives from • CPUC, CEC • SCE, SDG&E, and PG&E

  5. DRMEC Workshops • CPUC Decision 09-08-027 requires the DRMEC to conduct annual public workshops presenting the results of demand response program evaluations and studies conducted under its jurisdiction and authority

DRMEC Workshops, cont’d • The DRMEC has chosen to divide these workshops into two sessions: • A fall workshop to present process evaluations and research studies • A spring workshop* to present load impact evaluations and enrollment forecasts • Workshops notices are posted on the CPUC website prior to the workshop *note: the 2012 spring workshop was delayed due to the reschedule of the 2011 ex ante reports pending D.12-04-045

DRMEC Workshops, cont’d • The Commission’s intent for these public workshops is to: • Provide a public and interactive forum where the work of the DRMEC can be presented • Enable interested parties to provide open feedback directly to the DRMEC members • Serve the public interest of increasing the awareness and understanding of California demand response programs and policies

Today’s Purpose - Baselines • Decision D.12-04-045 directed the IOUs to provide a detailed analysis that compares multiple baseline settlements for program years 2011, 2012, & 2013 • It also directed a workshop be held • This workshop serves as forum to solicit parties feedback on the baseline studies and solicit input on the scope of the 2012 program year baseline study (due April 1, 2013)

Rules of Order • DRMEC consultants will present the results of the baseline studies for the DBP and aggregator programs • Brief Q&A is allowed during the presentations to clarify, not instruct • A discussion period will be provided after the presentations for review & comment • Plans for next year’s studies will be discussed in the context of today’s session during session 3

  10. Regulatory Deliverables OP13*. Forty-five days following each annual load impact workshop, Pacific Gas and Electric Company, San Diego Gas & Electric Company, and Southern California Edison Company shall submit a joint Tier 2 Advice Letter addressing whether there is a need to change the current baseline along with a proposed baseline comparison study for the following year. * D. 12-04-045, April 30, 2012
