RAIL CUM ROAD BRIDGE AT BOGIBHEEL (73 KM) (NP) • Scope- • Bogibeel Main Bridge (With Double Line)– • Span - 2x32.75m + 39x125 m (4.940 Km) • Sub-structure- Double-D Well Foundation • Super-structure – Composite Welded Steel Truss Girders. • Guide Bunds- North(2792m long) and South(2043m long) – To constrict river width of 10.3KM to 4.94KM • Raising & Strengthening of North & South Dykes for 9 Km on upstream & 7 Km on downstream. • Rail link on South / North Bank - 74 Km. • NH - Road link - 29.455 Km on North & South Bank including 4.94 Km on Main Bridge.

New line from Jiribam to Tupul (83.7 Km.) ( NP) Concerns/Assistance Required • Security scenario remains the biggest hurdle in smooth progress. • Work in 20 tunnels at different stages of progress; T-3 (4900 m) tender in Board for acceptance. • Tenders to be invited for 4 nos. very tall bridges – critical works. • Tupul – Imphal detailed estimate under sanction of Railway Board.
New BG line from Tetelia to Byrnihat (21.5KM) ( National Project) Target: March’2014
Present status of Tetelia-Byrnihat New Line • Due to strong public representations against the approved alignment, FLS of Azra-Byrnihat New Line got suspended in Assam portion since Nov-07. Matter was reported to Assam Govt. to resolve the issue. In Dec-09 Assam State Govt. expressed inability to provide land in the existing alignment of Azra-Byrnihat line and advised to explore possibility of alternative alignment. • Tentative alignment from Tetelia to Byrnihat was examined & found feasible. FLS of the alternative alignment completed and detailed estimate has been sanctioned by Rly Board on 5.8.10 for Rs. 384.04 Crores. • Geo-technical investigation has also been completed. • Out of 13nos. Of LA cases in Assam. Notice U/S 9(1) has ben issued in 12 cases. 52.6 Hect of Private land has been handed over out of 83.2 hect. Entire 46.8 hect of Govt. land has also been taken over. However, now Forest Deptt. Staked claim for approx. 20 hect. Of Govt land as Forest reserve. De-Reservation process has been started. • Notice under section 6(1) for entire 29.04 hect land in Meghalaya is issued on 13.03.12 by Govt of Meghalaya. • Contracts for earthwork & minor bridges, major bridges and the tunnel covering entire length awarded and works are in progress where land already acquired. Concerns/Assistance Required Expeditious land acquisition by State Govts. of Assam ( 29.7 hect Private land and 20 hect forest land) and by Govt. of Meghalaya (29.04 hect).
New line from Dimapur to Zubza (88 Km) (National Project) Target : Mar-2015 (Rs. in Crores)
Present status of Dimapur-Kohima123 Km) New Line • FLS has been completed for entire length from Dimapur to Kohima including staking of alignment on ground. • In Jan-10, Chief Secretary, Nagaland requested to change the approved alignment from Km 0 to 17.8 and suggested that the alignment should take off from existing Dhansiri station and join at proposed Sukhobi station at Km 17.8 in the existing approved alignment . • Feasibility of proposed modified alignment was examined and found feasible and State Govt. was requested for its approval on 23.2.10. State Govt. has advised on 17.8.10 that original approved alignment taking off from Dimapur should be retained. • At two locations near Dimapur alignment is passing through Zoological park. • State Govt. has asked for exorbitant rates for land as high as Rs.60 per Sq.ft. They have been requested to review the rates to reasonable level. • State Govt again advised on 02.02.12 to follow Dhansiri- Sukhobi- Zubza alignment. Accordingly FLS of Dhansiri- Sukhobi has just completed. • State Govt has reviewed the rate of land compensation on 02.02.2012 which are comparable with adjoining State.
New BG Line From Agartala to Sabroom (110 Km) (National Project) Target – March-2014 (Rs. In Crs.)
Status of Estimate • Estimate for Rs.1141.75 Crs. sanctioned as under: • Part Estimate for Rs.11.14 Cr. for pre-construction activities and Geo-Tech investigation sanctioned. • Part Estimate for Agartala to Udaipur(44.11 Km) for Rs.352.95 Cr. sanctioned on 29.7.09. • Part-III Estimate for Udaipur to Sabroom(67.69 Km) for Rs. 777.67 Cr. Sanctioned on 23.11.2010. Status of Work • The Agartala – Sabroom new line project is planned for execution in two phases : • Agartala to Udaipur (44.11 Km) Target – Dec-2012 ( subject to • availability of land in Bishalgarh area by june-2012) • 2. Udaipur to Sabroom (67.69 Km) Target – March-2014 • Final Location Survey and Geo-tech investigation for entire length completed.
New BG Line From Agartala to Sabroom (110 Km) (National Project) Concerns/Assistance required • Land acquisition in Agartala - Sabroom section. • 12.12 hect of land is yet to be handed over physically by State Govt in Bishalgarh area for a length of 3 Km from Km 11.12-12.54 and Km 13.8-15.5. Further the State Govt. has to get the land vacated from the dwellers so as to enable Railway to work in this stretch. • 3.7 Hect. Of land is yet to be acquired handed over by State Govt. in the approaches of 7 ROBs/RUBs viz Br.No.12 at Km.3.7, Br. No.25 at Km 8.4 Br.No.33 at Km.9.9, Br. No.62 at Km.19.1, Br. No.65 at Km 200, Br. No.65A at Km 22.0 Br. No.85 at Km 29.7 • Other Local problems are being created from time to time at following 11 locations: (i) Brajpur at Km.16.2, (ii) Charilam at Km 18.1, Km18.7, Km 19.1, Km 19.7 -19.8, Km20.0 (iii) Pushkarbari at Km23.6, 23.7-23.8 (iv) Tepavia at Km 38.9, 39.0 – 39.1 with the result Earthwork and bridge are not progressing smoothly. The details have been advised to State Govt. many times. The matters are being discussed every month in the State level meetings. • Final approval for clearance of 2.886 hect of forest land is to be expedited by Forest Deptt.

Status of work New BG line from Bhairabi to Sairang(51.38 Km) (National Project) • Detailed Estimate for Rs.2393.49 Crs sanctioned . • FLS completed including staking of alignment on ground. • Geo-tech investigation for 10 Km completed. • Land plans for entire length submitted to State Govt for • acquisition. • Tenders for Earth work, minor bridges for entire stretch • and tunnels (11 out of 23) have been floated. Concerns/Assistance Required Forest clearance for 74.48 Ha & acquisition of 352.79 Hect. of private land needs to be expedited.

New BG line from Sivok to Rangpo(44.39 Km) (National Project) Status of work • Final Location Survey completed and Detailed estimate for Rs. 3380.57 Cr. Submitted to Rly Board for sanction on 30.12.09. • Work has been entrusted to IRCON for execution & MOU signed on 7.5.10. • Consultancy contracts for alignment design and geological mapping and geotechnical investigation awarded by IRCON on 16.7.10 to M/s. Geodata, SPA, Italy. • IRCON has submitted Final Alignment Report on 2.9.2011. • 17 Nos Bore hole completed out of 22 Nos. to be done from 0 KM to 18.5KM. • GT Investigation is in progress from 18.5KM to 22KM. • Geo-physical Investigations completed. • DDC for T3 & T4 has been finalized • Detailed documents for forest clearance from Km 0.0 to Km 5.5 has been cleared by State Wild Life Board of West Bengal on 6.2.2012 and shall be forwarded to MOEF/ New Delhi.

New Line from Byrnihat to Shillong(108.4 Km) (National Project) Present Status • Part Detailed estimate for pre-construction activities sanctioned. • Part-II Detailed estimate for initial 19.1 Km from Byrnihat to Lailad for Rs. 880.95 Cr. Sanctioned by RlyBd on 13.4.2011. • Alignment approved by Meghalaya State Govt. in principle. • FLS work completed for 20 km. length from 0 – 20 km. and topography survey completed for further 20km. from 20 to 40 km. • Khasi Students Union(KSU) have obstructed FLS & Geo-tech Investigation and work is stopped since Nov-10. • No progress since Nov-10 in spite of chasing at all levels. • Forest clearance & land acquisition to be expedited as per land plans submitted for 0 to 20KM. • Issue of obstructions by KSU needs to be resolved by the State Govt. of Meghalaya. New BG line from Dudhnoi to Mendipathar (19.75 Km.) (Assam-11.75KM, Meghalaya-8.0KM) Target Mar-2013 (Rs. in Crores)
Dudhnoi to Mendipathar (19.75 Km.) : STATUS & PLANNING • Proposals for land acquisition for entire length submitted to State Govt. of Assam & Meghalaya. • Assam Portion: 35.31 Hect. received out of 55.055 Hect. Regarding balance 19.644 hect, notification under section 9(1) issued. • Meghalaya portion: Entire 51.093 Hect. Land has been received. • Works are in progress where land is received. • Progress affected due to spurt in insurgency activities by GNLA. Site • Managers of the contractor were kidnapped on two occasions in separate incidents (28.4.2010 and 28.1.12) • State Govt. to expedite land acquisition in Assam portion. • Contract for earthwork, bridges, P-way, station buildings awarded. • Work is in progress where line has been handed over since Dec-10. • One RPSF Coy has been deployed for security. • Revised estimate of Rs. 179.63 Crs has been submitted to Railway Board for sanction on 2.5.2012. Work Targetted in 2012-13 . Addl Fund of Rs. 70.00 Crs. Required.

New Maynaguri-Jogighopa New Line Project: Status & Planning (Assam- 121.68 KM, WB-118.99KM) • Revised estimate for Rs.1497.74 Cr. sanctioned by Railway Board on 3.8.10. • Gauge conversion New Changrabandha to Changrabandha(2.97 Km) sanctioned as • material modification on 11.11.09 at cost of Rs 11.01 Cr. • Gauge conversion New Mal to Maynaguri Rd(42.1 Km) sanctioned as material • modification on 12.5.10 at cost of Rs 147.05 Cr. Work is planned to be executed in phases as under: • Phase-I : New Coochbehar – Golakganj (58 Km) NL - Mar-11 • (Completed) • Phase-II : New Maynaguri - Maynaguri Rd (7 Km) NL & New Mal- • Maynaguri Rd -New Changrabandha- Changrabandha(62Km) GC - Mar-12 • (Completed) • Phase-III: New Changrabandha-New Coochbehar (70 Km) NL - 45 Km - Mar-12 (Comp) • - Bal 25 Km - Mar-13 • Phase-IV Gauripur to Abhayapuri( Jogighopa)(84 Km) NL - Mar-14 • Golakganj – Gauripur already completed under Fakiragram- Dhubri GC work. - 2010
New Maynaguri-Jogighopa New Line Project: Status & Planning (Assam- 121.68 KM, WB-118.99KM) Issues of Concern • Land Acquisition Problems: • Dhubri District : 95.02Hect land incl. Forest land is yet to be handed over. • Bongaigaon District: 56.10 Hect land incl. Forest land in District of Bongaigaon is not yet handed over. • Work is affected approximately in 28 KM length of the Section due to land problems. • State Govt. should expedite the handing over of land to Railways for early commissioning of the new Line.
CRITICAL ACTIVITIES • 1. Torsa Bridge(17x45.7m): • Fabrication of 10 Spans completed. Balance 7 • spans in progress by M/s.BBJ. • Erection- 7 span completed. • 2. Jaldhaka Bridge (24x45.7m) : • Fabrication of 21 spans completed. Balance 3 spans in progress. • Erection of 18 spans completed. Erection from both ends in progress. • 3. Land acquired, but obstruction by land owners from Km 75 to Km 90 (in patches).
