  5. Letter of Intent • Agency Letterhead • Signature Required (Electronic Signature Acceptable) • Include in Letter of Intent: • Name of your Agency/Program • Type of Agency • Law enforcement • Prosecution • Statewide agency, etc.

  6. Letter of Intent • Service Area • City Name • County Name • Statewide • Region • Funding sources for which you are applying • Type of victims to be served • Contact Information

Funding Cycle/Contract Period • 3-Year Application/Funding: • Annual Contracts every year for 3 Years • (July 1st to June 30th) • Availability of Funds • Criminal Justice Programs • Law Enforcement • Prosecution • Victim Witness Coordinators • Statewide Programs (does not include statewide hotlines)

Funding Cycle/Contract Period • 1-Year Application/Funding: • Availability of Funds • Victim Service Programs: • Domestic Abuse programs • Sexual Abuse programs • Shelter-based programs • Survivors of Homicide & Other Violent Crime Programs • Culturally Specific Domestic Abuse Programs • Culturally Specific Sexual Abuse Program • Statewide Domestic Abuse Hotline • Statewide Sexual Abuse Hotline

  9. Violence Against Women (VW or VAW) Funds Focus: • Dating Violence • Domestic Abuse • Sexual Assault • Stalking • Elder Abuse Purpose Areas: • Programs must fit under at least 1 of the VW Program Purpose Areas.

Examples of Utilizing VW Funds • Equipment specific to VW • Law Enforcement Investigators/Officers • Overtime for Law Enforcement to conduct follow-up investigations • Special Prosecutors or VW Prosecutors • Training Projects • Conduct training • Receive Training • Policy/Procedure Projects • Victim Advocates

  11. Victims of Crime Act(VA or VOCA) Funds Focus: • Provide Direct Services to victims of violent crimes. Type of Agencies: • Public Agencies • Nonprofit Agencies • or Combination of such agencies Examples: • Victim Witness Coordinators • Victim Advocates

Cover Sheet Information Vendor ID Number: • Provided by the Iowa Dept. of Revenue • On your claims for reimbursement CVAD Tax ID Number: • An Employer Identification Number (EIN) is also known as a Federal Tax Identification Number • http://www.irs.gov/Businesses/Small-Businesses-&-Self-Employed/Employer-ID-Numbers-(EINs)- DUNS Number: • http://fedgov.dnb.com/webform Central Contract Registration (CCR) Updated: • https://www.sam.gov/ • Updated Annually • Say Yes and month/year updated. For example: Yes 1/2013

  14. Request and Funding History Table • Anytime you see a “0” that means there is a formula that will automatically tabulate for you. • Enter the FY2013 Award (current year) and FY2012 Award Amounts for • VA = Victims of Crime Act Funds • VW = Violence Against Women Funds

  15. Basic Funding Information • Put an “X” in the field that best represents the purpose of the VOCA funded program. • Put an “X” in the field that best represents the type of implementing organization.

  16. Crime Victims Served Table: • If you are requesting VA or VOCA funds, complete Crime Victims Served table. • Enter the percentage by the type of crime you are projecting to serve. • VWCs will probably have a percentage in every field but Adults Molested as Children. • Use Current Statistics as a guide. • Call VSS program if you need assistance • The total percentages should automatically tabulate. • It must equal 100%

  17. Federal VAW Purpose Areas: • Enter the number(s) that coincide with VAWA Purpose Areas. For example enter #1, #2, #5.

Questions H, I and J: • Answer “yes” or “no” • If yes, attach an explanation of finding of discrimination, any corrective action and date of finding on a separate piece of paper. • This separate piece of paper will immediately follow this page. • If “no” then no need to add a separate explanation or separate piece of paper.

  19. Request Section: • This is where you are going to fill in the blanks as it pertains to what you are requesting for funds.

  20. Summary of Request: • Under “Program Hours/Week” – enter the number of hours the staff person will be working on the program. • Work Hours/Week – enter the number of hours the staff person works for the agency. • Put either “Yes” or “No” if the program is requesting overtime for a law enforcement officer(s). • We listed the County Attorney here as we are going to utilize 5% of County Attorney as match on the VA grant. • Remember: Don’t use cents – Round to the nearest whole dollar.

  21. I entered $10,000 in the VA or Victims of Crime Act column as that is how much I am requesting for the Victim Witness Coordinator position. • I entered zero for the County Attorney as we are not requesting any funds. • I entered $30,000 in the VW or Violence Against Women (VW) column as that is how much I am requesting for the VW Prosecutor position.

  22. Only Victim Service Agencies need to complete. Do not complete this section if you are law enforcement, prosecution and/or victim witness coordinator, state agency, city agency, etc.

  23. Remember to “Save As” or “Save” on your desktop computer. I would save after every the completion of every page at a minimum.

  26. Application Format • 12 point Times New Roman font • 8 ½ X 11 inch paper • No smaller than 0.7” margins • Page Numbers • Bottom right hand corner • Heading (Roman Numerals) • Correspond to sections of Application Contents

  28. Applications Due • There is no online submission of the application. • Email submission of the application is not acceptable. • Hard copy application (original + 20 copies) due by 4:30 pm on February 28, 2013 in the Crime Victim Assistance Division

  29. Application Process • April 16-18, 2013 • Application Review Committee will review applications for funding. • May 9, 2013 • Award and Denial Letters Mailed • May 23, 2013 at 4:30 pm • Appeals or Request for Reconsideration due at in CVAD office. • June 14, 2013 • Crime Victim Assistance Board to review appeals. • June 28, 2013 • Contracts to be mailed out tentatively on

  30. Violence Against Women Reauthorization • The Reauthorization of the Violence Against Women Act has not occurred. • Funding could be delayed or not appropriated. • All contracts are contingent on availability of the funds. • Contracts cannot be issued until receipt of the Federal Award. • May not be able to reimburse program starting in August.
