  1. RECOMMENDATIONS TO JAHRS MAIN REVIEW FOR MTEF 2011/12 PRIORITIES Presentation at the Technical Review meeting 7th to 8th September 2010

  2. General Health Systems Strengthening Systems related to the “building blocks”: • Service delivery, • Health workforce; • Health and financial information systems; • Medical products; • Health financing systems; and • Stewardship Leadership, Management and governance.

  3. 1. Strengthening District health and Social Welfare Services. • Construction, rehabilitation and remodeling of Health and Social Welfare facilities. • Strengthen referral system at all levels • Physical and organizational restructuring to promote access to health, nutrition and social welfare services. • To strengthen tools and equipments of HMIS.

  4. 2. Enhance quality and access to Maternal, Newborn and Child Health • Ensure availability of skilled attendants at all levels. • To ensure availability of delivery kits and associated supplies, commodities and equipment for Emergency Obstetric and Newborn Care services at all levels. • Ensure availability of all vaccines and the cold chain system at all levels, this include the necessary funds for logistics and training of staff especially new comers in the programme at all levels

  5. 3. Improving Human Resource capacity • Increase student enrollment and output at both private and public institutions within and outside the country. The PPP is very essential here, let us collaborate and meet these challenges

Improving Human Resource capacity 2 • Rehabilitation, redesign, remodeling and construction of training institutions, both Public and Private not for profit. • Ensure adequate positions for recruitment and retain health and social welfare personnel targeting the Primary Health Service Facilities (Health Centres and Dispensaries

Constructions rehabilitation and equipping health & social welfare facilities • To ensure availability of medicines, supplies, high tech affordable commodities and devices at all levels • Construction and rehabilitation of children and elderly homes and vocational training centers. • To improve and equip all district, regional, referral and specialized hospitals. This is essentially scaling up the hospital reforms.

Strengthen Control of communicable, non- communicable and neglected tropical diseases • Strengthen Prevention and ensure availability of diagnostic devices and treatment of HIV/AIDS and TB. • Strengthen Prevention and environmental management and ensure availability of diagnostic devices and treatment of malaria. • Integrate promotive, preventive and curative care for Non communicable diseases, mental health and substance abuse into existing health services.

  9. 5 Strengthen Control of communicable, non- communicable and neglected tropical diseases 2 • Address the Neglected Tropical Diseases eg River Blindness, Schistosomiasis, as part and parcel of addressing MDG 6. MoHSW and DPs need to look and see how we can address this critical area of high morbidity and mortality to the poor especially who are in the rural areas (Kilimo Kwanza).
