Consolidated Plan & Action Plan The City’s 5-Year Consolidated Plan identifies the community’s affordable housing priorities and community development needs Serves as the application for funding federal entitlement programs: Community Development Block Grant (CDBG) HOME Investment Partnerships (HOME) The City’s Consolidated Plan 5-Year strategy will : Devote federal housing and community development resources to areas in the City where the greatest concentration of poverty and blight exist.

Analysis of Impediments to Fair Housing Choice Columbus Consolidated Government meets this requirement by: Preparing an Analysis of Impediments to Fair Housing Choice [AI] Study HUD will presume that the City is meeting its obligation and certification to affirmatively further fair housing by: Analyzing and eliminating housing discrimination within the jurisdiction; Promoting fair housing choice for all persons; Providing opportunities for racially and ethnically inclusive patterns of housing occupancy; Promoting housing that is physically accessible to all persons to include those persons with disabilities; and Fostering compliance with the nondiscrimination provisions of the Fair Housing Act.

  7. Analysis of Impediments to Fair Housing Choice The definition of an impediment: Any actions, omissions, or decisions that restrict, or have the effect of restricting, the availability of housing choices, based on race, color, religion, sex, disability, familial status, or national origin.

Impediment #1 Lack of Affordable Single and Multifamily Rental Housing Recommendations To address this impediment, it is recommended: Continue funding homebuyer programs and providing subsidies; Maintain funding for affordable housing development and rehabilitation; Implement policy to reclaim and redevelop affordable housing; and Re-establish Land Bank Authority to acquire and redevelop housing.

Recommendations To address this impediment, it is recommended: Continually monitor transit accessibility and expansion of routes; Continue to analyze and repair existing infrastructure and increase lane miles; and Conduct feasibility study of METRA operation hours to analyze possible expansion of hours.

Analysis of Impediments to Fair Housing Choice Findings Limited knowledge of Fair Housing education 40% of survey respondents stated they were “somewhat familiar” with fair housing rights. 31% of the survey respondents did not know their fair housing rights. Impediment #3 Lack of Fair Housing Education Recommendations To address this impediment, it is recommended: Conduct educational campaigns for housing providers and consumers in English and Spanish; Increase efforts for citizens to participate in fair housing education workshops; and Conduct a Fair Housing educational campaign targeted at real estate professionals.

Analysis of Impediments to Fair Housing Choice Findings Restrictions on housing accommodations for recovering alcohol and drug abusers, ex-offenders, and homeless persons Impediment #4 Zoning Restrictions on Group Living Recommendations To address this impediment, it is recommended: Conduct research studies on the effects of Columbus’ Unified Development Ordinance regarding location transitional shelters; and Assemble a community committee to review UDO and draft zoning amendments to increase fair housing choice.
