  1. DOE/AE Forum | Werner Betzenbichler| March 2012 1st Sustainable Development Mechanisms Joint Coordination WorkshopThe Implementation of the VVS and the PCP - the DOEs' perspective

  2. The key message It is very much appreciated, that the standards and procedures have been prepared or revised in late 2011. And now they have to be implemented.

  3. Improving the implementation of improvement measures What needs to be discussed? • Appropriateness of timeline • Required preparations for DOEs and UNFCCC secr. • Support to DOEs (and/or other stakeholders) • Lay-out of the risk-based approach

  4. Appropriateness of timeline Strict introduction for submissions by DOEs, i.e. latest submission under old procedures until 30 Sep 2012 It is often reported that this may create difficulties during the most busy time ever in CDM Would a delay of deadlines be supportive? What about creating exemptions for re-submissions (when failing in CC or IRC)?

  5. Required preparations for DOEs and UNFCCC secr. IT-interfaces to be prepared (and tested) Training sessions for staff processing submissions Templates for reports • Avoiding trial and error situations • Assisting less experienced DOEs

  6. Support to DOEs (and/or other stakeholders) Training sessions for auditors on new processes Templates for reports Available help-desk during transition period Early collection of feedback on first experiences Willingness for quick reaction if adjustments are required

  7. Lay-out of the risk-based approach Reflection of interferences (liabilities, materiality) Stakeholder discussion for approach before implementation No interim status for issuance or registration
