Activities Implemented Jointly • The Convention provides for Annex I Parties to implement policies and measures jointly with other Parties. • In order to build experience and “learn by doing”, COP 1launched a pilot phase of activities implemented jointly (AIJ), under which Annex I Parties may implement projects in other countries that reduce emissions of greenhouse gases or enhance their removal through sinks.

Mitigation Potential In Belize • Methane Abatement - potential for utilizing the methane emission produced at primary solid waste disposal sites for electrical generation, as a viable and economy friendly operation • San Benito Solar Panel: pilot project -replacement of incandescent bulbs with compact fluorescent bulbs - Opportunities: Establish sustainability and continuity plan for existing and new solar systems . Important for policymakers

Mitigation Potential In Belize • There was overall increased interest in solar systems among rural and remote communities of Toledo. • Cogeneration Projects • Analysis of mitigation on GHGs Emission through hydropower generation and biomass cogeneration of electrical energy • It has the potential to manage 31.5 MW Renewable energy power plants

  13. Mitigation Potential In Belize • Hydromaya • A Generating station is a 3.15 MW run off river plant located in Toledo District • This is an independent power producing station and sells its power to Belize Electricity Limited

Capacity Building Project • EU-UNEP Project- Capacity building project $129,000 USD- implementing agency- UNEP Risoe Centre. • Policymakers in CDM-related line ministries such as Energy, Agriculture, and Environment • Investment promotion agencies and local municipalities. • CDM project proponents, particularly in the private sector and public -owned enterprises • DNA staff and members as well as associated committee • National experts such as local consultants, academics, and engineers from line ministries as well as national consultancy firms • Local banks and financial institutions interested in investing in or financing CDM Projects in the country. • First workshop held in August

Establishment of DNA Activities: • Formulate the CDM Legal Framework • Prepare CDM Review process • Project approval • Review mechanism • Sustainable Development criteria • Design/standardize format for PINS and submission of CDM projects • First National workshop conducted to solicit inputs from stakeholders (4 & 5Nov)

Establishment of DNA • The office of the Chief Executive Officer in the Ministry of Natural Resources and the Environment hosts the DNA • The Role of DNA: • The assessment and approval of projects that is consistent with the national sustainable development of the country. • Written approval of voluntary participation including confirmation that project activities assist with the national sustainable development of the country. • The Role of the CDM: • To promote Belize as a destination for CDM projects

Current CDM Status in Belize • Institutional framework to promote CDM is being built • Designated National Authority is being strengthened • Legal framework for the CDM has been formulated • Sustainable Development Priorities and indicators for use in CDM assessment process has been developed • CDM Projects review and approval procedure has been developed

Next Steps • Development of CDM Investor’s Guide for the country in cooperation with BELTRAIDE • Development a national portfolio of CDM Projects • Workshops in communities impacted by CDM • Raising awareness to bankers, financial institution • Second National Workshop to be held in August 2011 • PIN and PDD Preparation • Baseline methodologies • CDM Project financing • Approaches to Investment analysis, • Third National Workshop – Verification and validation process • Present PINs and PDDs designed
