Strategies to Combat the Five Wars • Recognize the fundamental similarities among them and treat them not as law enforcement problems, but as a new global trend • Gov’ts must recruit and deploy more spies, soldiers, diplomats and economists who understand market forces to deter negative social outcomes • Doctrines and institutions need a major overhaul to do this

Why Governments Can’t Win • Use of new technology by criminal networks • The spread of democracy also helps criminal cartels, which can manipulate weak public institutions and corrupt officials (including police) • Even the spread if IL – due to long lists of embargoes, sanctions, conventions – as it offers criminals new opportunities for providing forbidden goods to those who want them

Common Characteristics of the Five Wars • They are not bound by geography • They defy traditional notions of sovereignty • Allegiance differences • They pit governments against market forces • Govt’s can’t coordinate well against profit motives • They pit (big, lumbering) gov’t bureaucracies against (nimble, agile, mobile) decentralized groups and networks

Potential Solutions • Develop more flexible notions of sovereignty • Strengthen existing multilateral institutions • Interpol example • Devise new mechanisms and institutions • More/bigger bureaucracies? • Move from repression to regulation • Otherwise, it would be nearly impossible to beat market forces
