  3. Objective: To develop and mainstream EST strategies that are sensitive to future development scenarios Scenarios include: economic growth, population growth, urbanization, increase in vehicles

  4. Overall Goal of the Strategy: • Reduction of the annual growth rate of energy consumption and associated GHG emissions from the transport sector in urban areas of the country • Enhance sustainable mobility through the development of a viable market for environmentally sustainable transport (EST) goods and services, which involves, among others, the promotion of transportation systems of low carbon intensity and shift towards the use of more sustainable transport modes

[i.e., goals and visions] • How will the Philippines head to those desired situations/achieve these goals? [i.e., strategies, measures, actions, financial mechanisms]

Initial Findings of Literature Review • Many studies and initiatives have focused on urban areas (i.e., urban bias) • Strong areas (in terms of planning): PT Planning & TDM, Transport Road Safety, Public Health, Knowledge & Awareness • Weak areas (in terms of strategy): Traffic Noise Monitoring, Fuel Quality, NMT, Social Equity, Envi & People Friendly • Marginal areas: Roadside Air Quality, MV Inspection, Land use planning,

Strategy Development • The strategy should effect transformation in planning, policy-making and implementation processes in the transport sector by: • establishing an enabling policy environment for the implementation of EST • increasing local government investment on environmentally sustainable transport; • improving the performance of in-use and locally manufactured vehicles; and • enhancing the capacity and awareness of key stakeholders on EST

  22. Proposed Timetable Launch project in Clean Air Month (November) Process of localizing/ mainstreaming the process/EST should be initiated and cities where EST will be piloted identified and engaged during the project. Present at Forum to be held in Korea - Includes formulation of policy recommendations, draft legislation, and other pertinent documents in support of the National EST Strategy NESTP endorsed to NEDA Board by November 2009
