Support for Trinidad and Tobago under Accompanying Measures for Sugar Protocol Countries (AMSP) EC Strategy and Multi Annual Indicative Programme (MIP)for 2007-2013 • EC supports two strategic objectives: • 1. Economic Diversification • 2. Mitigating the adverse social, economic and environmental impacts of the reform • Indicative amount of € 41.643 million allocated for 2007-2010

  3. Annual Action Plans 2007 - 2010 (AAPs)Funds to be channeled through Sector Budget Support • Disbursement of annual allocation in fixed tranche and variable tranche • Fulfilment of performance indicators: condition for disbursement of variable tranche

Performance Indicators2007- 2010 2007: • Agreement on the indicators for 2008-2010 • Incentive package for the management of the impact of the National Adaptation Strategy on sugar farmers approved by Government • Establishment of training needs assessment and training plan • Conclusion of Strategic Environment Assessment • Initialisation of baseline socio-economic and demographic study 2008: • Completion of training programmes for farmer-relevant activities • Procedural framework for regularizing the status of farmers who squat on Caroni lands approved by the Ministerial Committee Responsible for the Restructuring of Caroni (1975) Limited • Compensation payments to 9,000 former employees of Caroni completed • Compensation payment of TT$82 million to more than 3,000 farmers completed

Performance Indicators2007- 2010 2009: • 5,000 former employees of Caroni have been offered leases for 2-acre sized plots • Access roads constructed for 17 agricultural estates with 28 sub-divisions • Action plan to construct access roads for other identified agricultural states prepared and include in the FY’10 budget • Revised agricultural incentive programme adopted by Cabinet • Review of conclusions of the SEA with a view to establishing an Environmental Stability Programme for the former Caroni lands 2010: • Four mega farms established on lands formerly owned by Caroni (1975) Limited in production • Revision of Environmental Stability Plan by the EMA and recommendation of a programme of action to the Government • Purchase of pension annuities for former employees of Caroni completed • Action plan to combat praedial larceny adopted by Cabinet

  6. State of Play • Financing Agreement 2007 signed by GoRTT in August 2008 • GoRTT requested disbursement of first fixed tranche (€2.2 mio.) • Financing Agreement 2008 submitted to GoRTT for signature • AAP 2009 agreed with GoRTT and under discussion in EC Headquarters

  7. NEXT STEPS • Disbursement of fixed tranche 2007 • Evaluation of fulfilment of indicators 2007 and fixing of final amount • Signature of Financing Agreement 2008 • Stakeholders consultation meeting
