Our mission statements say it best. At ARPC, we are “Dedicated Professionals Serving Citizen Airmen to Sustain the Total Force”. Since I’ve been the Commander, I can tell you how true this statement is. We strive to provide a global, 24/7 Total Force personnel service capability providing integrated, standardized platforms that are easy to use and access.
We’ve had a long history of providing our customers with first rate service since we opened our doors in March of 1954, (the Air Reserve Records Center was initially established in Nov 1953). In September of 1965, our expanded mission led us to be re-designated as the Air Reserve Personnel Center. And we will continue that legacy as we get a brand new home on Buckley Air Force Base in the Summer of 2011.

Virtual Personnel Center – Guard and Reserve On-Line – Dashboard vPC-GR Retirement Application went Live Effective July 31, all eligible members of the Air Force Reserve/Guard will submit their retirement application electronically via the vPC-GR. This web-enabled service is available at any time from anywhere in the world and will give you the ability to monitor the status of your application from start to finish!
After your commander(s) / IMA program manager has electronically endorsed your application, the Reserve Personnel Contact Center at the Air Reserve Personnel Center will verify eligibility and finalize your application. Once approved, the vPC-GR will send e-mail notifications to you and your unit commander. vPC-GR Retirement Application went Live Effective July 31, all eligible members of the Air Force Reserve/Guard will submit their retirement application electronically via the vPC-GR. NOTAM:
The Air Reserve Personnel Center and Air Force Personnel Center are
collaborating to correct a Point Credit Accounting and Reporting System
(PCARS) and Reserve Component Pay System disconnect that may affect Air
National Guard and Reserve members who perform inactive duty training (IDT).
In most cases IDT points for the second training period of the day have not
been updating and in some instances points for both training periods have not
posted. As of 12 September 2011, missing points for the second training
period of the day from 1 January to 25 August 2011 have been corrected by a
AFPC-initiated data load. Over the next few weeks all missing inactive duty
points and service history lines for prior Retention/Retirement Years will be
corrected and AFPC will follow up with biweekly updates to guard against IDT
points that fail to post to PCARS in the future. Air National Guard and Air
Force Reserve members should periodically consult vMPF to verify points are
updating properly and notify the Air Reserve Personnel Center (1-800 525-0102)
if discrepancies are noted.

18. Legislative Changes for FY11 Section 515: Eliminates requirement to take a second oath
Eliminates requirement to take a second commissioning oath when transferring from active duty to reserve component – effective January 2011
Section 516: Allows RC members to carry over leave from one active duty period to the next
Allows RC members who accumulate leave to carry over leave from one period of active service to the next period of active service, subject to accumulation limits outlined in law
Section 621: Travel and transportation for Inactive Duty Training extended end of 2011
The Title 37 Authority for IDT travel pay is extended to 31 December 2011

FY08 NDAA, Section 631: IDT TRAVEL REIMBURSEMENT ELIGIBILITY DETERMINANT: - Member’s whose AFSC is on the CRITICAL AFSCs listing. Initial eligibility determinant will be validated by the HQ AFRC/A1 staff through the use of the BRAC, Programmatic, PBD 720 Clearinghouse data base. The listing of the BRAC, Programmatic and PBD 720 IDT TRAVEL REIMBURSEMENT eligibles will be provided to all the Wing’s, the RMG, MPF’s and Financial Management’s (FM) offices for their use in assisting local unit commander’s in identifying their potential eligibles.
-Member’s whose AFSC is on the CRITICAL STAFFING SHORTAGE(S) listing. 19. Legislative Changes for FY11 Section 633: Ensures that Reserve members ordered to active duty to receive medical care for wounds, injuries, or illness incurred while serving under circumstances that would allow such active service entitlement to retired pay before age 60
Reserve members ordered to active duty (Section 12301 (h)(1)) to receive medical care for wounds/injuries/illness incurred while serving on AD that would qualify for entitlement to retired pay before age 60 would continue to receive appropriate credit for the purposes of calculating the age at which members would be entitled to retired pay

21. Post 9/11 GI Bill - What is it? Requires minimum 90 days active cumulative service since 11 Sep 2001 other than basic training/IADT/annual tours

Eligibility to use Title 32 (AGR)/32 sec 502f orders doesn't pay out until 1 Oct 11
Benefit:
40% for 90-180 days of AD service
Benefit increases 10% with each additional 6 months of AD service
100% with 36 months of AD service
MGIB-SR Kicker benefits can be used with 9/11 Education program
Member will get $1200 contribution back when all 9/11 benefits are use.
Maximum 48 months from any combination of GI Bill benefits (4 GI Bill programs currently available).
Maximum available to transfer is 36 months.
In Jan 11 the law changed to include Title 32 identified as "for the purpose of organizing, administering, recruiting, instructing, or training of the National Guard“ (AGR), and Title 32, sec 502f as identified as "Authorized by the President or the Secretary of Defense for the purpose of responding to a national emergency declared by the President and supported by Federal funds". We will usually need to see Title 32, sec 502F orders but PLEASE do not send annual tour orders. Annual tour is not qualifying time.
Eligibility to use Title 32/32 sec 502f orders began 1 Oct 2011 and payments will be retroactive for member and dependents. This is recent change by the VA as of 17 Nov 11.

Private institutions may participate in the Yellow Ribbon Program which allows more expensive schools to enter an agreement with VA to fund expenses that exceed the highest public in-state undergraduate tuition rate. The institution can waiver up to 50% of those expenses and VA will match the same amount as the institution. Member must 100% eligible to participate in Yellow Ribbon.
Students doing a distance learning program may now receive the housing allowance at the rate of 50% of the national housing average. In-residence programs that include the occasional online course will be eligible for housing allowance. Even one in-residence course per term will qualify for BAH. 25. Additional Commitment upon Transfer Your additional service commitment begins at the time of your request to transfer your benefit to your spouse and/or children
All members will incur an additional 4 years of service commitment
Unless you were/are retirement eligible between 1 Aug 09 - 31 Jul 12, then you will have a reduced service commitment
Eligible to retire (completed 20 years of service)
Prior to 1 Aug 09 no additional service commitment
1 Aug 09 - 31 Jul 10 will incur 1 additional year
1 Aug 10 - 31 Jul 11 will incur 2 additional years

26. ARPC Letter of Certification To eliminate the need to submit orders or DD 214’s to the VA, ARPC can provide a Letter of Certification to the VA. In order to request one you will need:
Review Point Credit Summary on vMPF for accuracy
Qualifying duty is identified as Type of Duty 1, 2, 3 & 5 on pt summary
Complete VA 22-1990 on www.va.gov click on VONAPP
Leave Part IV, block 13 blank
Submit to VA electronically and keep your confirmation number, date and location of regional VA office
Provide VA information through vPC-GR when requesting a letter of certification from ARPC
Provide orders for type of duty (codes 2 & 5 on point summary) for any ANG service As of Sep 2010 ARPC started doing Guard letter by region
Service commitment for service schools/ROTC can not be used to also qualify for Post 9/11 GI Bill. Current service commitment is 5 years. Member would need an additional 3 years active duty (cumulative) to qualify for 100% benefits.
Active duty service does not include:
Annual tour or IDT
Title 32 AGR – Title 32 section 502f is acceptable and will be included on letters as of 1 Oct 11
IADT – “seasoning training” is acceptable (RPA status for the purpose of upgrade (i.e. from 3 to 5 skill level)
