Objectives • General • Enforce the Monitoring and Control as a Tool supporting water protection measures in the RBMP • Strengthen the institutional capacity by integrating competences and functions • Specific • Ensure guidance and counselling in the process of reorganisation : • the implementation of monitoring, prevention and control activities for priority pollutants • supporting the Slovak Ministry of the Environment in reorganisation at central and district level • optimise cost benefits information and data acquisition, management and reporting

  12. 1 Support activities • Overview of existing procedures and preparation of new ones for the permitting-compliance-enforcement system to complete the transposition and implementation of the acquis • Development of an integrated system of permitting/compliance and enforcement for the prevention and control of the environment • Harmonisation of the planning and management of operational permits. • Integration of Monitoring&Control activitities, Water Restoration and Protection mesures in the RBMP Implementation of the RBMP Operational Permits Planning and Management Integrated System of Permitting/Compliance Revision of procedures/ preparation of new ones Overview of procedures

Training Approach • Full involvement of Slovak partners and stakeholders from the very beginning • Training of Slovak trainersto boost local abilities and enhance the dissemination process • Flexibility and possibility to modify the implementation process to take into account the institutional evolution

Management principles/benchmarks: • 3 months to finalise the twinning contract • Streamlined administrative procedures through ACLA • Effective partnership by means of bilateral team work • RTA able to mobilise project resources - timeliness • Direct communication in English • Delivery of concrete outputs • Flexibility to accommodate partner’s needs • Commitment to results
