DHS Small Vessel Security Strategy 25-29 August 2008, Lima, Peru 31st APEC Transportation Working Group Meeting (TPT-WG31), Lima, Peru • Purpose: To reduce potential security and safety risks from vessels <300 gross tons, including: • Recreational Vessels • Commercial Vessels • Cargo Vessels • Passenger Vessels • Background: Developed in cooperation with small vessel stakeholders: • Interagency Working Group; • National and Regional stakeholder summits; • Extensive inter- and intra-agency consultation. • Fishing Vessels and • Towing Vessels

DHS Small Vessel Security Strategy 25-29 August 2008, Lima, Peru 31st APEC Transportation Working Group Meeting (TPT-WG31), Lima, Peru • Risk Scenarios: Strategy focuses on reducing risk of small vessels being used as: • Waterborne Improvised Explosive Devices (WBIEDs); • Conveyances for smuggling weapons (including WMD) into U.S.; • Conveyances for smuggling terrorists into U.S.; • Waterborne platforms for conducting stand-off attack. • Scope: • 17,000,000+ U.S. Vessels • Visiting foreign vessels.

SVSS Major Goals and objectives 25-29 August 2008, Lima, Peru 31st APEC Transportation Working Group Meeting (TPT-WG31), Lima, Peru • Enhance coordination between security partners and stakeholders. • Improve coordinated operations for small vessel interdiction. • Leverage partnerships through sharing of information. • Combine efforts in cooperative patrol and enforcement. • Make it a priority to assign officers and intelligence analysts from the USCG, CBP, and ICE to participating fusion centers. • Strengthen Area Maritime Security Plans.
