  4. Inclusive dimensions of the right to education and rights of minorities • Ethnic, cultural and linguistic minorities, • Disadvantaged, marginalized groups and minorities • Universal right to education, without discrimination or exclusion

  5. Main challenges • De facto equality of opportunity: positive measures, etc. and consideration pertaining to equity • Right to education and mother tongue – based multilingual education • Respect for cultural and linguistic diversity • Social cohesion
