  2. OFFICE ORGANIZATION ORGANIZING A CAMPAIGN FINANCE OFFICE

  3. OFFICE ORGANIZATION • Every office should have an area dedicated for public viewing of campaign finance reports. The area should be in plain view of a staff member at all times.

  4. OFFICE ORGANIZATION • Every committee required to report to your office should have an individual file. All reports and correspondence should be maintained in this file.

  5. OFFICE ORGANIZATION • Original copies of reports that contain financial institution account numbers should not be available for public viewing. Instead, photocopies of these reports on which account numbers have been blacked out should be made available.

  6. OFFICE ORGANIZATION • Keep an adequate number of each reporting form available for public use. Sample and editable forms are available on the SBOE website.

  7. OFFICE ORGANIZATION • Keep a 2004-2005 Campaign Reporting Manual in the public viewing area for public reference.

  8. OFFICE ORGANIZATION • A complete, updated list of all active committees in your county or municipality should be available in the public viewing area. It may be helpful to include threshold status on this list to accommodate public inquiry.

  9. OFFICE ORGANIZATION • Post a reporting schedule relevant to all committees in your county or municipality in your public viewing area.

  10. OFFICE ORGANIZATION • Maintain treasurer reference materials as provided by the SBOE Campaign Finance Office for all committee treasurers and interested groups or individuals.

  18. HANDLING COMPLAINTS RESPONSIBILITIES WITH COMPLAINTS CONCERNING CAMPAIGN FINANCE REGULATIONS

HANDLING COMPLAINTS • If a complaint is received in your office about any campaign finance issue, including complaints regarding advertising violations, they should be forwarded to the State Board of Elections for investigation. • Please send the original complaint, along with any relevant information. • Keep a copy of the complaint in a file marked “Campaign Finance Complaints”, and a copy in the committee’s file, if applicable. • A copy of all action by the State Board of Elections Campaign Finance Office will be sent to your office. • Refer all inquiries concerning these complaints to Kim Westbrook Strach at the State Board of Elections.

  21. ASSISTING TREASURERS • PROVIDE ALL TREASURERS WITH A CURRENT MANUAL AND NECESSARY REPORTING MATERIALS; • ADVISE TREASURERS OF NEED TO ATTEND TREASURER TRAINING • EMPHASIZE IMPORTANCE OF FILING TIMELY REPORTS AND COMPLIANCE WITH ALL CAMPAIGN FINANCE REGULATIONS.
