Partnership Subcommittee Progress Report • Subcommittee Members: • Jerry Johnston (co-chair), Gene Schiller (co-chair), Bull Bennett, Michael Byrne, Dick Clark, Don Dittmar, Randy Johnson, Barney Krucoff, Timothy Loewenstein, Charles Mondello, John Palatiello • Purpose: • Develop recommendations to facilitate productive Federal / State / Local / Tribal / Academic / Private partnerships to facilitate the efficient and effective advancement of the National Spatial Data Infrastructure (NSDI).
Partnership Subcommittee Progress Report • Activities to date: • NGAC agreed on following actions at May meeting: • ACTION: NGAC members provide feedback to Partnership Subcommittee’s Call for References by February 27, 2009 • AMENDED: Continue Call for References in ESRI Summer 2009 GIS Community News (see Attachment A) • ACTION: Subcommittee co-chairs summarized preliminary results of Call for References to report back to NGAC • Subcommittee co-chairs have updated table of all submittals in myUSGS wiki. • https://my.usgs.gov/NGACWiki/wiki/NGAC%20Partnerships%20Subcommittee%20Call%20for%20References

Partnership Subcommittee Progress Report • Planned Activities/Next Steps • Extracted key information from submittals • Preliminary Lessons Learned • Leveraged financing element • Intergovernmental collaborations – everyone in partnership shares information • Private sector provides services through contracts (unclear if private sector provided creative financing options) • Our community is good at collaborating to achieve results, however little evidence that we have yet taken advantage of creative financing to meet shared needs (See Attachment B: “GIS Goes Vertical, With Integration Across State, Local, Federal Lines”)

Partnership Subcommittee Progress Report • Planned Activities/Next Steps (continued) • Prepare findings for December • Discuss legal framework enabling or limiting partnerships between and among federal agencies, state, regional, tribal and local governments, and the private and non-profit sectors with the objective for NGAC to: • Identify potential recommendations for federal statutory, regulatory and executive policy and procedure changes to facilitate partnership options including non-traditional financing within the Federal Government • Identify model or recommended federal, state, tribal and local (ordinances) statutory, regulatory and executive policy and procedure changes to facilitate partnership options including non-traditional funding and service delivery • Identify prototype opportunities for pilot funding
