  3. But … • Environmental issues (big and small) were one of the three main national challenges identified in last years Comprehensive Spending Review. • Growth should not be, and can not be, at any cost. It needs to be low carbon and low waste producing.

Government Goals “… to build a strong economy and a fair society, in which there is opportunity and security for all.” (CSR ’07) • sustainable growth and prosperity, in order to continue to improve people’s standard of living; • fairness and opportunity for all, so that everyone can make the most of their talents and share in rising national prosperity; • stronger communities and a better quality of life, enabling people to lead healthy, safe and fulfilling lives; and • a more secure, fair and environmentally sustainable world,with the UK playing a leading global role.

  5. PSA 27 - climate change • 16 references to local and local authority action • “The Stern Review also noted the crucial importance of adaptation policy … key adaptation outcomes … include …local areasadapting to the impacts of climate change” • “Key outcomes … low carbon growth”

Sub-national Review of Economic Development (SNR) • links closely to the CSR 07 and the Local Government and Public Involvement in Health Bill • steps away from the concept of ‘regional government’ – revised arrangements for regional delivery of national priorities, and everything else is local • strong focus on economic development and opportunities for sustainable growth • single regional strategy covering economic, social and environmental objectives for each region

Local Roles • Local Authorities have a vital role in mitigation and adaptation as transport authorities, planning authorities, development control, buildings control, waste authorities and service deliverers. • But through the LSP you also have other public sector organisations, local community partnerships, voluntary sector, and business representatives. • HM Treasury is clear that local action is vitally important

Local Delivery • At what ever level policy is produced action happens locally- local communities intrinsically are at the heart of sustainable development • low carbon and resource efficient, socially inclusive, employment, learning and leisure opportunities, access to, and are involved in looking after, local green space and wildlife, meet their needs (e.g. for energy and food) locally • “… adapting the way we live and work to minimise the negative impacts on other people and on the natural environment …”

Local Area Agreements • October 2006, “Strong and Prosperous Communities” white paper • The local area agreement (LAA), together with the sustainable community strategy and spatial development strategy, sets out the vision and delivery priorities for each place. • LAAs devolve decision making, moving away from a 'Whitehall knows best' philosophy

New Performance Framework • 3 indicators in the NIS that focus specifically on climate change adaptation and mitigation • LAAs are about transforming local services • Under the new local government performance framework, local authorities will need to produce a climate change adaptation plan that assesses the risks climate change poses to the local area and sets out the actions to deal with these risks
