Project Summary FINA-RET Objective: to identify, develop and package financing products (loans, funding and awarding programmes) addressed to individuals and SMEs that wish to invest on Renewable Energy Technologies (RET) and Energy Efficiency Technologies (EET) Small-scale renewable applications and energy efficient technologies can have substantial contribution towards energy security and environmental protection Need for innovative financing instruments tailored to renewables and energy efficiency sectors Categorization of RET &EET investments Review of available financing measures Identification of the User Requirements of potential financing products through surveys performed in five Member States (Austria, Cyprus, Greece, France, Italy) Validation of the Survey Results Development of an Effective Promotion Strategy Dissemination of the Project Results

Background Promoting RET & EET supports the tackling of three of the major today’s challenges : • Environmental concerns influencing energy choices, • Development of compromising solutions decreasing energy prices, • Security of energy supply. EU effort on promoting RET  too feeble so far  Renewables and EET implementation has benefited already by public funding and risk support from Member States. However, there are still barriers (non-technical) to the large scale implementation of RET and EE technologies: • Energy prices do not reflect all the costs of energy • RET and EET have comparatively long pay-back time • Amortization cost of RET and EET is high • Lack of financing products for small-scale RET and EET investments • Lack of market oriented mechanisms for promoting RET and EET FINA-RET Objectives Horizontal Key Action 3 (HKA3) on “Financial Mechanisms and Incentives” (2006 IEE Programme Call) Objectives COM(2004)366final Objectives

Objectives and Main Steps (1/2) • Specify and package sustainable, flexible and easy to access financing products addressed to small-scale RET & EET investments • Group RET & EE technologies based on their investment requirements’ characteristics • Identify critical success and failure factors for promoting the developed financing products • Provide insight to policy makers on non-technological barriers related to small-scale RET & EET applications • Disseminate the project results to the maximum extent

Expected Results • Sustainable, flexible and ease to access financing products addressed to small scale RET & EET investments • Grouping of RET and EE technologies based on their investment requirements’ characteristics • Assessment of the available financing mechanisms for RET & EET investments • Insight to policy makers on non-technological barriers related to small-scale RET & EET application • A user requirements elicitation methodology for banking products financing RET & EET investments • Identification of the characteristics of the market in which the identified financing products will be addressed • Characteristics and key success factors for an effective promotion strategy of the developed financing products • Wide communication of the project outcomes and information on funding opportunities for RET and EET investments
