  3. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Principles: • Independency • Authenticity and honesty • Offering same condition to every applicants • Openness and availability • Security of applicant’s information

  4. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Criterions of assessment: • Standards • Technical regulations • Other, related normative documents Accountability: If the Conformity assessment organization made wrong summarization, legal accountability should be imposed.

  9. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Objects of Mandatory accreditation: Conformity assessment organization that makes conformity assessment on following products: • Harmful to Public interest • Harmful to Health • Harmful to Environment • Harmful to Security of the country

  11. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Certification procedure-1 “Procedure about supplement of conformity marked product and service to the market and their entrance through the state border” /Government act number 222, approved in 2003/

  12. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Certification procedure-2 List of products and services which should be certified mandatorily: / Government act number 127, approved in 2005/ - 30 group of products - 12 types of services

MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION • Mongolian agency for standardization and metrology: - Accreditation - Certification /some products, services and systems/ • Local divisions for standardization and metrology/20/ - Certification of products and services in their aimags. • Accredited certification organizations /building material, livestock hospital etc./

  14. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Facilitation of trade-1: Make agreements about recognition of testing and certification result and its usage. Make agreements between Mongolia and: • International organizations, • Regional organizations, • Other countries

  15. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Facilitation of trade-2 According to the agreement following products should not be certified again during export and import: • Products that certified and conformity marked, • Products that were issued Mongolian national conformity mark

  16. MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Facilitation of trade -3 About accreditation: • Join into MRA; • Mutual accreditation of certification bodies; • Mutual recognition of certification bodies.

MONGOLIAN SYSTEM OF CERTIFICATION AND ACCREDITATION Some mutual agreements between two coutnries-2 • Agreement about Cooperation on quality assessment of export and import goods, made between Mongolian Ministry or Industry ad Trade and Russian State Committee of Standardization, Metrology and Certification, of 1996. • Agreement about Cooperation in field of standardization, metrology and certification, made between MASM and Ukrainian State committee of Standardization, metrology and certification, of 1999 он • Other
