  1. Flight V1.4F2 TTPT Market Testing Plan for Managing Without the assistance of an ITPTA TTPT Update May 1

Background: Activities Completed at the March 21, 22 TTPT Meeting to support V1.4F2 Due to Glen Wingerd’s and Shirley Whyte’s involvement with the Tiger Team, a request was made to TTPT to move forward with Flight V1.4F2 without the support of these two ITPTA resources. TTPT immediately began an analysis of Market Testing activities to determine if the Flight could be completely supported without these resources. The outcome of that analysis was no! The TTPT analysis indicated that while most Testing activities supporting the Flight could be transferred to other parties, the Escalation process and ETOD development and maintenance would need to remain with the ITPTA Staff. TTPT felt the Flight could not besuccessfullycompleted without these resources supporting these activities. TTPT members in attendance all agreed that TTPT would accommodate the needs of the Tiger Team as much as possible without jeopardizing testing. Therefore TTPT quickly drafted a high level plan to manage the Flight with minimal support from the ITPTA Staff.

  3. Activities continued... The Chair of TTPT presented the TTPT position to Tom Noel - Shirley Whyte and Glen Wingerd would definitely be needed to some extent to support Flight V1.4F2. Tom Noel proceeded by discussing the resource constraint with the two PUC Commissioners. The decision from that meeting was to delay the Flight. Shirley and Glen continued supporting the Tiger Team effort without interruption. April 15th was selected as the new date to begin the Flight. This was immediately communicated to all affected testing parties. At that time, it was felt that the plan to proceed without an ITPTA would not be needed.

Timeline… 4-9 AM - TTPT Chair received notice that Shirley Whyte would not be available to support the Flight V1.4F2. 4-9 AM - Tom Noel notified Chair of TTPT to move forward with TTPT draft plan to support Flight without an ITPTA with ERCOT support as needed. 4-9 PM - Technical Conference Call - Glenn Wingerd would take a leadership role in initiating activities of the next Phase of the Market resolution process (previously known as Tiger Team). 4-10 Multiple Conference Calls with TTPT Vice Chair, TTPT members, ERCOT Director of Coordination and Reports, ERCOT Market Testing Team, and the Chair of RMS in order for all parties to understand urgency of need to implement TTPT draft plan for transitioning ITPTA Market Testing activities. 4-11 TTPT Chair met with PUCT Staff members assigned to Retail Market Testing. PUCT is identified as a responsible party in the plan. 4-12 Kick off Call for V1.4F2 was held - In addition to general testing information, Testing Participants involved were informed that Flight would begin without the support of Shirley Whyte as ITPTA. 4-15 Transactions executed according to Test scripts by V1.4F2 Testing Participants

Timeline continued... 4-15 - Began use of revised TTPT Draft plan to support daily activities 4-24 - TTPT members in attendance at the TTPT meeting finalized the Plan 4-24 - TTPT Plan was sent to ERCOT Management, PUCT Staff representatives, and RMS Chair for review and comment. 4-26 - RMS Chair, sent the plan to RMS listserve for attendees to review prior to the meeting. 4-29 - TTPT Plan redistributed complete with all comments to all parties included in the Plan to ensure parties identified in the plan understood the need for their commitment. 5-01 - TTPT Plan distributed to RMS for review and agreement In addition, TTPT Draft Plan includes Market Testing activities being supported by parties most knowledgeable of the process and most able to support the process. Original TTPT Draft Plan included some ITPTA support - Note: Plan has been revised to transition all ITPTA responsibilities to other parties. Providing input to the plan…PUCT Staff Representatives ERCOT Management and ERCOT Market Testing Team TTPT Members - CRs, TDSPs, vendors

Factors taken into consideration by TTPT prior to drafting the plan... • TX SET v1.4 transactions were tested in Flight 1001 for Market Open • Participants including CRs, TDSPs and ERCOT. • Since the Market tests are End-to-End Market process tests, ERCOT Systems and TDSP systems were proven in Flight 1001. Therefore, certification testing did not apply to these parties. • Daily ITPTA activities of monitoring, facilitating, and managing could be transitioned to another party • Certification process would remain as an ITPTA function by ERCOT Management • Centralized party for communications would be lost • Total independence would be lost. • Management of the Escalation procedure would need to remain as an ITPTA function • All involved would need to be as objective as possible to support this effort.
