    • Corridor 3 („non-formal learning“) is defined as „process“-corridor, which simply describes the form of access to a qualification in C1 or C2 (by measurement of results, validation and certification) and which emphasises the learning mode more.

      The „QVS“ are supposed to provide an independent system, which is based on agreed standards:

      • Basic requirements: sectoral logic, representativeness, critical size

      • Requirements for the system: accreditation of the QVS („Regulator for QVS“) as well as widely accepted patterns of the certification of systems

      • Portfolio: specification of regulatory policy and working methods

      • Funding: fees for participating organisations (modalities and extent have to be defined)

    Criteria for intended guidelines:

    • Checklist: What has to be considered when describing learning outcomes?

    • Point out different options without “scaling” learning outcome

    • Consider domains

    • Consider different workloads (e.g. different duration of various measures)

    • Visibility of legal implications (e.g. Nursing)

    • Pool of experts: Accessible
