Scope • Four areas of focus • Energy Management and Efficiency • Renewable Energy • Workforce Development and Job Creation • Energy Reliability and Resiliency • Improve County operations and/or positively impact Howard County residents and businesses • Time horizon • Short term = next fiscal year • Medium term = next 1-2 fiscal years • Long term = longer than 2 years

Process • Volunteers with energy expertise • Non-profit organizations • Community associations • Private business • Howard County Government employees • Monthly meetings from December 2015-2016 • Guest speakers • BGE • Solar developers • PACE attorney • Howard County Government & HCC • MD Sierra Club

  4. Key Overall Recommendations • Director of Energy – full time reporting to County Executive • Designated Energy Liaison in each county department • County capital budget to include 5% of energy spend for efficiency projects • Each department pay for its share of energy spend • Evaluate renewable projects including an incremental 10% benefit for societal benefits

  5. Key Overall Recommendations • Promote and facilitate Community Solar projects • Consider commercial and residential incentives (e.g. leverage BGE Smart Savers) and promote PACE • Consider a pilot micro-grid at the County complex • Assess positioning backup power for vulnerable populations • Education and awareness partnerships with key groups
