  3. On November 1, 2003, the Environmental and Testing Services Divisions of TolTest, Inc. numbering approximately 100 employees were combined to form TTL Associates, Inc. TTL is a direct descendant of TolTest and the result of the continuing evolution of Toledo Testing Laboratory. From our beginnings as Toledo Testing Laboratory in 1927 and throughout our 76-year history, our firm has always adapted by taking advantage of new business opportunities and by better serving our clients. TolTest had enjoyed a diverse client base served by their three distinct divisions: Federal Services, Testing Services and Environmental Consulting. Each of these areas required its own expertise and resources, and each presented unique business challenges and market opportunities. TolTest’s success in meeting these challenges and opportunities had produced tremendous growth over the past few years. Because of this, it was determined that the separation of TolTest’s business lines into two independent companies would more effectively enhance client service and profit. Thus, we announced the emergence of a new entity, TTL Associates, Inc., comprised of TolTest's former Testing Services and Environmental Consulting Divisions and owned by a group of former TolTest managers headed by Thomas R. Uhler, P.E. TTL Associates personnel are totally committed to this exciting evolution into a consulting engineering company. We are confident that the renewed focus, energy, and resources will result in providing our clients with improved value-based consulting services and our shareholders and employees with increased profits. In January 2005, the Equal Employment Opportunity Division of the Ohio Department of Administrative Services awarded a letter of certification to TTL Associates, Inc. as a participant in Ohio's Encouraging Diversity, Growth and Equity (EDGE) program.
