  2. Outline... • Background • Functions & Purpose • Dataflow and dependency • Legislation towards Technical Data & Information • Data Types, Standards & Value • Technology Infrastructure • Access to Data & Entitlement • Cost of Data • Projects • Challenges & Successes

  3. Background... • 1965 - Exploration for Oil & Gas started in Karoo • 1970 – 1994 – Exploration Offshore by Soekor • 1996 – Petroleum Agency Established (PLU) • All Exploration data transferred to Agency • MPRD Act (28 of 2002) • Designated Agency responsible for: • PROMOTION of Oil & Gas Exploration & Production • REGULATION: receive, process applications, negotiate contracts & monitoring of work programs • TECHNICAL DATA MANAGEMENT:(NDR)- receive, maintain, archive, store, add value and provide access to data

  4. Functions & Purpose • Receipt & load of new data into the data bases • Physical Storage and archive of Technical Data • Maintenance of data bases, systems and software • Keep data available through scanning, transcription and digitising to improve access • Inform clients on availability of data - Catalogues • Make data available to clients according to their requirements – data reproduction services • Ownership, entitlement and security on data

  5. Services • Library subscription service & G&G textbooks and magazines • Tape copy and transcription services • Document & records management services (NARS Act) • Seismic data management services to Namcor • Core lay-out, sampling and viewing services

  6. Data Workflow • PROMOTION • DIVISION • Prospect generation • Promotional material • Publications • Project Data (SMT) • QC of new acquired • data • REGULATION • DIVISION • Contract & work Program • Compliance Monitor • Data QC • Reconnaissance Permit Holder or Service Provider Contractor • Geophysical and seismic surveys • Reprocessing • Prospective Clients and Permit Holders • Catalogue • Existing Data • New Data • Exploration • Results • - Progress reports • INFORMATION SERVICES & EXPLORATION DATABASE • Data catalogue • Data supply • Data index & capture

  7. Legislation towards Data… • All data belongs to the State • Data is kept confidential for 4 years • All new acquired data to be supplied to Agency • All data to be returned at Relinquishment • Compliance with Acts: • NARS – National Archives & Records Services • MISS – Minimum Information Security • ECT : Electronic Communications & Transactions • PIA – Protection of Information Act • PAIA – Public Access to Information Act

  8. Exploration Well Database 193 Onshore Wells 311 Offshore Wells Karoo Basin Bredasdorp Basin

  9. Seismic Coverage 9800 km onshore 290 000 km 2D 10 200 sq km 3D offshore

  10. Data Types Seismic (2D and 3D) & Geophysical Data > 300 000 Km’s Seismic Field, Processed and Navigation Data Gravity & Magnetic data Well Data 500 Wells 5000 Geophysical Logs 8000 G&G Well Reports 12000 Well Diagrams Geological Samples, Cores and Slides Culture and Licensing Data Production Data Value > US $ 9 Billion

  11. Data Standardization DM System and data model being used is (POSC) Compliant Follow industry best practices and various ISO Standards ( 15489, 15801, 23081 & 27001) Reporting Requirement and Standards Adherence to international standards set by Society of Exploration Geophysics (SEG) Energistics

  12. Access to Data ... Data can be viewed at Data Room facility Data Catalogue provided on area of interest Confidentiality Undertaking Data can be purchased Copy Cost Tariffs permit holders, local academic institution Parastatals Time and material use Commercial Tariffs non-permit holders Technical Reports ( $100 to $1000) Well Log Data @ $ 1000/well Seismic Processed Data @ $12/km Seismic Field Data @ ( $6 to $12)/input tape

  13. Projects... FOKUS: To Improve accessibility of data Transcription of Seismic Data into industry standard format Scanning of documents, reports and diagrams Digitizing and conversion of seismic sections & geophysical logs Onshore data gathering EDRMS – Online availability of data and records Spatial Data Management & GIS

  14. MAP BASED ACCESS TO DATA PROJECT

  15. Challenges Sudden interest in onshore areas and data not being accessed since 1970. Requests for offshore data Data Quality and Standards Implementation of EDRMS – Resistance to change Online availability of data – huge volumes of data to be loaded and indexed.

  16. Successes Good index and catalogue system Availability of digital data – digitised and transcribed Speedy delivery of quality data

  17. Summary... • A Well organised database and online availability of digital data are key to success in promotion of exploration opportunities. • Good track-record on supply of quality data • Use of EDRMS application are essential to good record keeping on exploration activities • Thank You

  18. Thank You
