  3. ANGEN Cost Structure Alabama Next Generation Emergency Network • One-time Costs • DOT Grant + ECD Match = $1.9M • On-going costs – AWB Cost Recovery Fund • IP Network – ASA • Core Call Handling Components – inetwork • See later discussion of Phase III Costs

ANGEN Phase I Alabama Next Generation Emergency Network • inetwork connects to 7 9-1-1 tandems • Wireless Carriers connect to inetwork • Huntsville & Montgomery for redundancy • Testing – will involve all PSAPs • Live calls route via ANGEN – November 1, 2012 • Carrier -> inetwork -> LEC SR -> PSAPstill routed to PSAP via existing cama trunks • Allows Carriers to drop connections to SR / Tandems

ANGEN Phase II Alabama Next Generation Emergency Network • ASA begins connecting PSAPs to Core via IP • 2MB Ethernet in most locations • May be a few exceptions with T1 due to cost • Calls begin to route via ANGEN rather than LEC SR • Carrier -> inetwork -> PSAP via IP • Back-up = inetwork -> Selective Router -> PSAP • Expected to take several months to convert 82 ECDs • 6 not participating at this time

ANGEN – IP Installation Alabama Next Generation Emergency Network • 1st– PSAPs that can accept a direct IP connection • 2nd – PSAPs that need a Legacy Network Gateway • IF a PSAP will get IP capable equipment soon… • Wait to install ANGEN rather than spend $ on LNG • Also saves labor to install and then convert

ANGEN Phase III Alabama Next Generation Emergency Network • Wired & VoIP Carriers connect to ANGEN Core • Calls delivered to PSAPs via IP • Once all carriers convert – disconnect cama circuits • Many ECDs will want a backup IP connection • This will not occur before 2014 ~ mid year at earliest…

ANGEN – Timetable Alabama Next Generation Emergency Network • Now – Installing circuits to Selective Routers • Now – Installing and testing Core Components • Now – Meeting with Carriers • November 1, 2012 – Phase I / Live 9-1-1 Calls • Will not be all carriers • 1st Quarter 2013 – Start Phase II installed IP to PSAPs • 3rd Quarter 2013 – Finish installing IP to PSAPs • 2014 – Start Phase III
