  2. Evidence that Juvenile Justice Reform is Working in South Carolina Eighteen percent (18%) drop in referrals to the juvenile justice system since fiscal year 02-03. Development/implementation of intermediate level courts within the juvenile justice system to ease family court workloads and render more effective treatment - - drug courts, truancy courts, youth courts, and school based courts.

  3. Evidence that Juvenile Justice Reform is Working in South Carolina Eighty-six percent (86%) success rate for juvenile offenders in the community (no new crimes committed while under DJJ supervision). Referrals for violent/serious juvenile crime at a 13-year low in fiscal year 07-08.

  4. Evidence that Juvenile Justice Reform is Working in South Carolina Admissions to secure detention at a 5-year low in fiscal year 07-08. Average daily population of juveniles committed to DJJ was at a five-year low in 07-08.

Evidence that Juvenile Justice Reform is Working in South Carolina More than 50 percent of committed juveniles are placed in out-of-home community programs that produce better success rates than large institutional facilities. A record 170 General Equivalency Diplomas awarded by the DJJ school district in fiscal year 07-08 (over 1000 in last six years); GED passage rate by DJJ students exceeded state average.

  6. Evidence that Juvenile Justice Reform is Working in South Carolina No escapes from the Broad River Road Complex of secure facilities in more than five years. Lower recidivism rates for paroled juveniles who receive intensive supervision. DJJ’s victim services given the highest rating of “very satisfied” by 67% of victims polled.

Legislative Strategies • Address the issue of disturbing schools as a gateway offense in the juvenile justice system through legislation more appropriately defining the behavior (House Bill 3315). • Address the issue of referrals to the family courts for incorrigible behavior through legislation requiring families to document that they pursued counseling before filing the petition (House Bill 3315). • Develop a 180-day determinate sentencing option for family court judges.
