We provides total logistic services which include international forwarding, ocean and air cargo, NVOCC, ship and aircraft chartering, export packing/consolidation, project transportation management, procurement management, courier, custom clearance and transportation of general cargo, insurance services. Although project shipping has been the prime focus of the company over the years. AlDalaal Spectrumalso offers its services to many large and small commercial importers and exporters, especially from the advanced communication capabilities, and its rigid attention to the documentation details make the company attractive to commercial, as well as, project shippers.   4. International Air Freight : • AlDalaalSpectrum’s air freight division provides a comprehensive forwarding package which includes general cargo, project forwarding, oversize and/or heavy cargo, dangerous goods, perishable and full air charters.

Ocean Freight : • Both imports and exports routings are carefully examined through AlDalaal Spectrum’s Comprehensive Pricing Analysis [CPA] to determine the safest and the most economical mode of transport. We also provide daily tracking of all shipments from their place of origin to their destination.

EXPORTS: • AlDalaal Spectrum handles fair amount of export shipments to various destination by sea freight and air freight, to most of the destination LCL and FCL services rates are available to Europe /USA/ Far East/ Asian / African countries and so to the other Middle East countries by over land trucking. New US Customs laws must be followed by each Exporter. WAREHOUSE TO WAREHOUSE LOGISTICS SERVICES: • Our services encompass all modes of transportation, in recent times. CUSTOMS CLEARANCE: • AlDalaalSpectrum is also a Customs House Broker and offers Customs Clearance and delivery services for both import and export shipments. Our experience includes handling Import and Re-export Clearance of entire Exhibition/Projects materials. TRANSPORTATION: • AldalaalSpectrum has its own fleet of trucks to provide surface transportation of any size for any project/organization. AlDalaal Spectrum Through its specialized computer programme control the custom duty exemption of project material starting from preparation of DEL (Duty Exemption Application ) up to the process of refunding deposited duties. Complete Operating Procedure for Project Customs Clearance and Transportation Services • Except, as otherwise provided herein, Spectrum Globus will supply all labor, equipment, materials, services and supervision and each and every item of expense necessary for the performance of Customs Clearance and Inland Transportation Services, for the efficient and expeditious movement of Jizan Industrial City imported materials and merchandise entering destination Seaport or Airport or other seaports or airports at destination, upon request by Rabigh site, and for onward transportation and delivery to Jizan Project site. 1.0Upon request by Jizan Site, Spectrum Globus will also perform Freight Forwarding Services for return shipment of empty tanks, containers, rejected materials or any outbound cargo as directed by Jizan Site. In general, the type of services of support direct Jizan site import/export operations are categorized below: 1.1 Spectrum Globus will monitor the arrival of all the shipment at the port of entry at destination through its associates, and will follow up with the carrier’s agent the arrival time of the shipment. 1.2Arrange customs clearance of all direct Jizan site shipments entering Seaports/Airports, or other seaports or airports upon request by Jizan site including all pre-clearance activities, preparation/processing of all customs documentation.

  13. 1.3 Provide transportation to Jizan project site, including expediting, Cargo, insurance, claims filing, and preparation of cargo out/turn/damage reports/etc. 1.4 Spectrum Globus will arrange for an advance payment of all costs incurred between ship’s rail and Jizan Project Site as related to applicable customs duties, port fees, clearance fees, container inspection and stripping/stuffing charges etc. 1.5Provide pick-up and services associated to export shipment of returnable empty tanks/cylinders and any other cargo through its associates as directed by Jizan Project Site. 1.6 Maintain complete records if all documents, correspondence and invoices etc., by individual order/shipments. 1.7 Provide services associated with filling of applications for customs exemption and obtaining refund of customs duty paid by Jizan Project site. 1.8Spectrum Globus has developed a software program which allows for the verification of duty exempt materials to ensure that all duty exempt material is described in a manner to avoid problems at time of custom inspection. Additionally, the program will keep count of all remaining duty exempt items for each and every category. 1.9Within the context of our system, Spectrum Globus can check the manufacturers which are utilized to origin, to ensure each are approved by the Kingdom of Saudi Arabia.

  14. 1.10 The services to be provided by Spectrum Globus as a customs clearing agent will include, but not limited to the following. 2.0 Provide all personnel, equipment, transportation, warehouse facilities, and insurance coverage required to effectively perform customs clearance and cargo delivery services. Spectrum Globus will be totally responsible for processing shipping documentation through the ship’s agent, port operations and Saudi Customs in order to obtain release of the cargo imported by Rabigh Project Site. • 2.1 Spectrum Globus will arrange receipt of legalized shipping documents and re-check the same to ensure that all the documents are in order In case there is any document short received; Spectrum Globus will notify Jizan Project Site and will follow up with the vendor responsible to obtain the same documents for the import customs operations at destination, namely: • a) Original Bill of Lading/Airway Bill. • b) Invoice Legalized plus 3 copies. • c) Certificate of Origin, legalized plus 3 copies. • d) Copies of Packing List [3 copies] Report. • e) Certificate of Chemical Analysis. • Should the above documents not being available at the unloading port, Spectrum Globus will arrange to custom clear the materials from customs on Jizan Project Site guarantee letter. However, Jizan Project • site will be responsible to provide such documents within 30 days.

  15. 2.2 All customs clearance will be performed in accordance with the perspective rules and laws enforced in Saudi Arabia, and Spectrum Globus will give full attention to the classification of materials for assignment of customs duties in order to request Jizan Project Site as admissible under the law. 2.3 Spectrum Globus will determine the correct identification of custom items on the basis of material specified in the invoices and if necessary, Spectrum Globus is authorized to request Jizan Project Site for further classification. 2.4 Spectrum Globus will prepare the customs clearance formality based on the documentation received and translate them into Arabic as required by Customs, ensuring that all such translations are logical and unambiguous and not liable to misinterpretation. 2.5 Spectrum Globus will arrange collection of delivery orders from the shipping lines, airlines or their designated agents. 2.6 Prepare and process all customs documentation as required by Saudi customs Officials, ensuring that description of material being imported or exported as shown in the “Bill of Entry”[BAYAN] strictly confirms with the description/import trade classification in Arabic, given in Saudi Customs Tariff, for that commodity. 2.7 Obtain the details on the ship’s manifest and in the event of discrepancies, process necessary documentation for the attention of Customs authorities and Jizan Project Site before vessel’s / carrier’s departure from seaport/airport. 2.8 Establish ships storage plan, when the material is going to arrive, and which seaport or airport the material is coming from the time discharge will commence.

  16. 2.9Provide qualified representative[s] to be present and witness customs inspection and clearance to ensure proper staging and safe handling of materials of materials and merchandise to prevent any loss or damage to materials during or after customs inspection. Incoming cargo will be inspected for any apparent damage or atrial / total loss while obtaining delivery. In the event of any damage or loss, appropriate notices or claims will be served promptly. Evidence of such claims, notices, ‘short land’ certificates and any other applicable information etc. will be provide immediately to Jizan Project Site. 2.10 Spectrum Globus will check the accuracy of the ‘bill of entry’ and calculate the amount of duty payable, if any, in accordance with the unified customs tariff and advise Jizan Site by fax and total duty payable for the shipment, and obtain prior authorization for payment. This procedure will be mandatory whether or not the material being imported or exported is covered by a customs duty exemption letter. 2.11 Pay all charges for Jizan Site account [as consignee], including but not limited to: a) Customs duties b) Terminal handling charges, as published per port tariffs. c) Wharf age, as published per port tariffs. d) Delivery Order Fees. e) Charges for crane or any other equipment used in loading/offloading operations. f) Special services[as agreed]. g) Demurrage charges [subject to prior approval by Jizan Project Site.

  17. 2.12 Provide Jizan Project Site with copies of holding certificates is not detailed, Spectrum Globus will prepare a detailed list of material held by Customs and explain why the shipment was confiscated. 2.13 Promptly notify Jizan Project Site of any demurrage charges incurred of consignments awaiting clearance, explaining the reasons and the appropriate remedial steps being taken. 2.14 Initiate tracing action within 24 hours for all air shipments that do not arrive as scheduled and inform Jizan Project Site. 2.15 Review Shipping documents to determine the nature of cargo such as hazardous, heavy lift/long lengths, fragile or high value material and refrigerated cargo. 2.16Review with oversees agent, the delivery priority schedules, method of transportation, special transport requirements and documentation for each order. 2.17 Review provide and coordinate all transportation, equipment and services, necessary to assure prompt, damage free delivery of materials and merchandise to Jizan Site warehouse site or any specified field location. Refrigerated cargo. 2.18 Review provide and coordinate all transportation, equipment and services, necessary to assure prompt, damage free delivery of materials and merchandise to Jizan Site warehouse site or any specified field location. Refrigerated cargo will be treated with care and transported to project site in reefer trailers/vans after offloading at port. 2.19 Advise authorized Jizan Site representative of all transport schedule changes and cancellations or of any problems incurred in the customs clearing procedures, or of any flight delays within 24 hours of such events.

  18. 2.20 Jizan Site will the right to establish priorities for urgent shipments to be delivered to project site and those which should be expedited through customs clearance procedures. Spectrum Globus will perform the work according to. The order of priorities established without any additional costs to Jizan Project Site. 2.21 The operation of customs clearance and transportation of cargo will be conducted in such a manner so as to ensure that there is no delay to port stewarding operations and no liability for idle time in respect of port labor or equipment, or standby time or demurrage. 2.22 Trace and Expedite shipments as necessary during the inland shipping phase. This will include filing claims against carrier[s] and issuance of over, short and damaged reports to Jizan Project Site 2.23 Arrange for proper storage designated by Jizan Project Site as required, or when specially requested. 2.24 Provide pickup and services for return shipment of “shipper’s owned” empty tanks cylinders, containers or any rejected material as directed by Jizan Project Site. 2.25 Provide pickup and delivery services for domestic shipments as required by Jizan Project Site. 2.26 Maintain file records of all documents, correspondence and invoices by individual order/shipments. 2.27 Liaise with Saudi Arabian Customs Authorities to keep abreast of import documentation requirements. Advise Jizan Project Site Immediately of any changes of additions regarding shipping/forwarding instructions, transportation or any other shipping documentation requirements. 2.28 Keep Jizan Project Site advised of progress and problems during customs clearance. Coordinate with Rabigh Project Site to effect long-term solutions and prevent recurring problems.

  19. 2.29 Receive and acknowledge import documentation packages, scrutinize, process customs documentation for clearance, transmit copies of completed documentation to Jizan Project Site for file purposes. Notify Jizan Project Site of any discrepancies and provide assistance for corrective action. Liaise and coordinate with ship’s agent/custom authorities to obtain release of cargo against indemnity/guarantee in the absence of original shipping documents. 2.30 Prepare and submit reports of cargo-out-turn and delivery per ship, per truck load delivered to Jizan Project Site plant site. 2.31 Attend to the loading and unloading of cargo when requested Jizan Project Site, if rules and regulations of the seaport or airport permit. 2.32 Confirm delivery of cargo and report to Jizan Project Site designated representative[s] on the status. 2.33 Perform any other services not covered which can reasonably expected to assure the prompt and efficient customs clearance and forwarding services, including but not limited to customs clearance and transportation of imported cargo arriving at Seaports or Airports of the Kingdom of Saudi Arabia other than specified herein. Prepare detailed weekly status reports for inbound/outbound shipments in the form and content agreeable to Jizan Project Site. 3.0 Reporting Requirements:”Delivery Receipt”: Prepare a comprehensive delivery ticket containing all the pertinent information to identify the shipment/material, such as: Bill of lading or Airway bill number. Carrier, voyage or flight number. Date carrier arrived, date cargo discharged, date storage obtained and date delivery order obtained from the carrier.

  20. Date cargo cleared from customs and date shipped to site. Jizan Project Site purchase order number. Packing number and number of packages, type net weight, gross weight, identification marks and condition of cargo. Transportation: Truck/Trailer license plate number and the name of driver, arrival and departure timing etc. Important: Spectrum Globus will take every precaution to protect the cargo shipped In refer containers so as to avoid any quality degradation or other harmful effects to the contents due to changed temperatures. Cargo offloaded at port from reefer containers will be transported to site in reefer trailers/ vans without any delay. 4.0Weekly Status report:  Spectrum Globus will prepare and submit weekly status reports on pending shipments including the following information for each shipment: • Bill of lading or Airway bill number. • Name of carrier, voyage/flight number. • Jizan Project Site purchase order number. • Type and number of packages. • Gross and net weight. • Estimated time of arrival [ETA] • Actual time of arrival. • Date shipment cleared from customs. • Date shipment delivered to warehouse or the specified filed location. • Details of any deficiencies in customs clearing process. • Details of pending guarantees [if any]. • Other applicable information.
