  4. Transport responsibility The Finnish Transport Agency (FTA) • is an expert organisationspecialising in transport. It is responsible for the Finland’s transport infrastructure and the overall development of the transport system • makes effective, efficient and safe travel and transport possible • promotes the efficiency of the transport system, traffic safety and a balanced and sustainable development of the regions • represents one third of the value of Finland’s total (5.3 billion) production of civil engineering. Far-reaching collaboration • The FTA employs approximately 700 professionals. • The transport and infrastructure sections of the nine regional Centres for Economic Development, Transport and the Environment employ approximately 600 professionals. • On an annual basis, the FTA purchases maintenance, planning, surveying and other similar services worth 1.6 billion euros (in 2011), representing about one-third of Finland’s infrastructure field. • The FTA offers employment opportunities to approximately 12,000 persons a year. The Finnish Transport Agency’s budget 2011 • The Finnish Transport Agency is responsible for infrastructure assets amounting to almost 19 billion euros. • The annual budget is about 1.6 billion euros, of which: • 1,000 million € for basic transport • infrastructure management • 450 million € for development • 85 million € in subsidies for shipping and tonnage dues • 110 million € for procurement and development of public transport, as well as for commuter ferry traffic in the archipelago • 450 million euros in support for building of the West Metro 2010-2015 • The Finnish Transport Agency’s own budget is 90 million € Juhani Tervala

Tanker Safety Service to reduce the risk of an oil spill The aim of the Tanker Safety Project is to significantly reduce the risk of an oil spill by creating a two-way navigation service, which will improve maritime safety and facilitate bridge operations. The project will be tested in the Gulf of Finland during the year 2012 and it can also be extended to other sea areas. • The vessels transmit their route plan in electronic form via the Internet to be checked by the Vessel Traffic Services. • The vessels send their route plan to the VTS Centre via an Internet-based system. The safety of the route plan is checked and updated and route-specific information transmitted to the vessels. • The vessels are warned about detected risks in their route plans. • In the future, the vessels’ route plans can be used to create real-time traffic images in order to obtain traffic information and predict traffic.   15. SaimaaCanal Total length of Saimaa canal is 42,9 km. Total lift from Gulf of Finland to Lake Saimaa is 75,7 m. There are 8 locks in the canal, 3 in the Finnish side and 5 on the Russian side Transports through the canal in 2010: • Passengers47 779, of which 1 832 in pleasure boats • Cargo 1,66 million tons, of which 118 000 tons were domestic transport. • Finland maintains the canal and is responsible for traffic management and safety in the canal. In addition Finland is responsible for the pilotage and icebreaking services in the canal • Russia is responsible for pilotage and icebreaking in the fairways leading from canal to Gulf of Finland
