  1. Environmental Cleanup Program Status Glen Shonkwiler U. S Army Space and Missile Defense Command Environmental Division 23 May 2007 Fort Greely Restoration Advisory Meeting

  2. FGA Installation Restoration Program Reports/Workplans • Following Reports & Workplan now on RAB website http://www.smdcen.us/rabfga/pages/documents.asp: • Final 2005 Remedial Investigation Report • 2006 Bioremediation Analytical Data Report • 2006 Soils RI Analytical Data Report • 2006 Groundwater Analytical Data Report • 2006 Military Munitions Response Program SI Report • 2006 Miscarriage Investigation Update (http://www.smdcen.us/health) • 2007 SM-1A Pipeline Closeout Report Addendum (to 2004 Report) • 2007 Groundwater Monitoring Plan Technical Memorandum • 2006 South Tank Farm (STF) Bioremediation Corrective Action Report – Draft to be submitted in late May • 2006 RI Report – Draft to be submitted in early June • 2007 RI Workplan – Draft to be submitted in early June

  3. FGA Installation Restoration Program 2006 Soil Results • STF subsurface soil sampling results have contradicted field observations (strong odors, but limited contamination in analytical samples). Plan to do additional sampling in 2007. • STF surface soil bioremediation of 7000 CY successful. Phase 2 (approximately 5000 CY of contaminated soil remaining) to begin late June 2007. • Bldg 626 petroleum spill successfully remediated. • SM-1A pipeline station 21+25 suspected petroleum spill was investigated and found to require no further action. • Defined the extent of lead and dioxin contamination at the Refuse Burn Pit. Remediation planned for 2008.

  4. South Tank Farm Bioremediation Project

  5. FGA Installation Restoration Program 2006 Groundwater Results • Semi-annual groundwater sampling of monitoring wells across Fort Greely (June and October). Several groundwater monitoring wells had results above ADEC cleanup levels, safe drinking water levels, or maximum contaminant levels (MCLs): • Trichloroethylene (TCE) in MW-2 in June (but below MCL in Oct) • Benzene in MW-5 in Oct (but below MCL in June) • Ethylene Dibromide (EDB) in MW-12 (newly installed at STF) • Diesel Range Organics (DRO), Gasoline Range Organics (GRO) and Benzene in MW-14 (perched aquifer well newly installed at STF) • Drinking water wells showed no contaminants above safe drinking water limits.

  6. FGA Installation Restoration Program 2007 Investigation/Remediation Plans • Determine the extent of deep contamination at the South Tank Farm • Sample groundwater monitoring wells across Fort Greely • Install remediation system for subsurface petroleum contamination at the former Evergreen Road POL yard • Complete Phase 2 of the bioremediation at the South Tank Farm • Investigations planned for 6 Compliance Cleanup sites • Supporting ADEC remediation of North Delta Tank Farm • Proposed Plan for closeout of a number of IRP Sites

  7. Military Munitions Response Program (MMRP) • The Army Environmental Center (Aberdeen, MD) and the US Army Corps of Engineers (Sacramento, CA) began an MMRP Site Investigation (SI) at Fort Greely in 2006. • Draft SI Report posted on website. • AEC & USACE working on responding to ADEC comments. • Fort Greely has 3 sites in the MMRP (all conventional munitions): • Rifle Range 1 (no further action recommended) • Landfill 3 (no further action recommended) • Site 112 Former Scrap Yard (further action recommended) • Jarvis Creek Burial Area removed from Fort Greely’s MMRP after determining that it is located on the Fort Wainwright’s Donnelly Training Range. Army exploring property line issue and how to proceed.

  8. SM-1A Nuclear Reactor Characterization • US Army Corps of Engineers has secured funds to perform the historical records search and begin planning efforts for a Characterization Study of any remaining radioactive contamination from the operation of the SM-1A nuclear reactor. Known contamination consists of the following access restricted areas: • - entombed contaminated reactor structure • - small portion of wastewater pipeline within reactor compound • Historical Records Review planned for 2007. Fort Greely site visit planned by USACE for week of June 11, 2007. • Planning meeting for workplan preparation planned for Fall 2007 • Workplan and fieldwork currently not funded • Effort is the initial activity for the complete decommissioning of the SM-1A reactor

  9. Health Concerns Investigation • Fort Greely, the US Army Center for Health Promotion and Preventive Medicine (or CHPPM), and the Bassett Army Community Hospital (Fort Wainwright) investigated concerns during winter of 2005-06 over the perceived high rate of miscarriages (and the possibility of environmental causes) • Briefings at 12/01/05 & 3/9/06 Community Meetings on Fort Greely included: • Types and causes of miscarriages • Environmental exposure and environmental risks • Results of the investigations (miscarriage rate is slightly higher than statistical norms for the United States but no environmental factors identified) • Recommendations (Continue to watch miscarriage rate for 2 yrs to determine if miscarriage increase is just variation in a small population) • Website has presentations, posters, and reports www.smdcen.us/health/ • Alaska Dept of Public Health reviewed & validated the investigation/findings • Bassett Army Community Hospital completed first 6 month review of rates (declined slightly) and beginning second 6 month review.

  10. FY 2007
