Background MCIT  In year 2014 and 2015, Indonesian government started refarming 2G spectrum band in 800 and 1800 MHz.  The main purpose is to fulfill the target set by Indonesian Broadband Plan as stipulated in the President Decree.  With the completation of this refarming, Indonesia goverment hopes operators could provide 4G/ LTE in both bands by the mid of 2015. 2 5th Meeting of ASPF

  4. 800 MHz Refarming MCIT On 10 September 2014 Minister of Communication and Information Technology stipulated decree of 800 MHz band based on the consultation with the operators. Before Note : Outside JBJB Operator A = Telkom Operator C = Smart Fren Operator D = Indosat Note : Jakarta, Banten and West Java (JBJB) Operator A = Bakrie Telekom Operator C = Smart Fren Operator D = Indosat Operator B =Bakrie Telekom Operator B = Telkom After Smartfren and Bakrie Tel have been allowed to use CDMA and/or LTE in Band 5 (824-835 MHz//869-880 MHz) and Telkom and Indosat have been allowed to use EGSM/HSPA/LTE in Band 8 (880-890 MHz //925-935 MHz). 4 5th Meeting of ASPF

  14. Migration Mechanism: Direct vs Indirect (To be resolved) MCIT Direct method: (Hot swap) only requires 1 Global Frequency Retuning (GFR) 14 5th Meeting of ASPF

  15. Migration Mechanism: Direct vs Indirect (To be resolved)... MCIT Indirect method: As 1800 MHz has no vacant band, operators must vacate some occupied bands and allow other operators to replace. 15 5th Meeting of ASPF

Conclusions MCIT  With the completation of 800 and 1800 MHz refarming, Indonesia goverment hopes 4G/ LTE broadband service will be available in the mid 2015 and this will support the objectives as stated in the National Broadband Plan.  Both refarming processes have different approaches in terms of government involvement. 16 5th Meeting of ASPF
