  6. Strategic Initiatives DivisionPlanning - Victoria Branch Core business focused on: • Legacy plan completion • High-priority strategic land and resource management planning that builds on the New Relationship with First Nations

  7. New Relationship with First Nations • Engaging First Nations to discuss resource information needs and “business drivers” • Compliance with legal obligations for First Nations consultation and accommodation • Capacity building and joint ventures with First Nations

  9. Overview Six program areas in Omineca: • FrontCounter BC • Crown Land Adjudication • Crown Land Partnership and Sales • Land and Resource Planning (5 planners) • Land Information Management • Inter-Agency Management Committee

  10. What is FrontCounterBC? A one-stop office for all Natural Resource related clients to access Crown resources (tenures, permits, licenses, Crown grants, etc.). FrontCounter BC offices are in 9 locations throughout the province • multi-channel service delivery (face-to-face, on-line, toll free, fax, mail) • multi-agency coordination and horizontal collaboration

Land and Resource Management Planning • North Coast and Central Coast LRMPs moving towards full implementation (SID) • Lillooet, Morice, Sea-to-Sky and Haida Gwaii/QCI LRMPs at G2G stage (SID) • Mountain Pine Beetle impacts on LRMPs (RCS) • SRMPs and advancement of New Relationship with First Nations (SIDS/RCS)

Key Deliverables • Complete remaining LRMPs (Legacy Plans) • Develop new Land Use Plans (i.e., SRMP’s, Crown Land Plans) as required • Manage updates and revisions to existing LRMP’s and CORE LUP’s as required (i.e. MPB) • Establish Old Growth Management Areas (OGMA’s) and legal objectives consistent with land use plans

  13. Land Use Planning • Executive is developing a New Direction" paper for ILMB Board of interagency deputies & Cabinet. • New Direction is tied to a proposed 3 year budget for planning – basically what we’ll do – the next three years….

New Direction Paper New Direction attempts to address key questions: • Completed plans: Do we need to update and monitor them and if so, what structures, mechanisms and priorities should we use? • Legacy LRMPs: How do we expedite government decisions for the remaining LRMPs and complete the work required to “implement” these decisions. • FRPA planning requirements: How do we resource and meet our current commitments to complete legislated FRPA planning while addressing new planning pressures?

New Direction Paper (Con’t) New Direction attempts to address key questions: • New strategic plans: Should we do new strategic plans and if so, what are the circumstances, priorities, processes and products? • First Nations: How do we address the New Relationship commitments to strategic land use planning with First Nations? • Funding and staffing: What resources are required to implement a new planning direction, and how should they be allocated to meet government priorities?

  16. Summary The only thing that has been constant is MUCH CHANGE! More to come. • LRMP implementation in Omineca was not funded in our base budget this year • This meeting is part of the Biodiversity public consultation and came out of that project $$ pot • Don’t know today…if ILMB will be having an “LRMP implementation” meeting next year.

  17. Recap…. LUCO is gone (pre-2001 LRMP champion) MSRM is gone 2001-2004 (Planning and Info ministry) ILMB is here 2004 - ?…planning is but a small part and New Direction yet to be set

Land and Resource Management Plans – Strategic - Social guidance, development of general direction and establishing protected areas and RMZ intensity resource development • Sustainable Resource Management Plans – Landscape Level soon to be “New Direction….” Detailled planning driven by a business case or conflict resolution need. Has to include funding source. • Operational Planning – such as Forest Stewardship plans, road maintenance

LRMP -- PICs for Strategic Plans (Plan Implementation Committee) Not confirmed yet in New Directions… • Monitoring implementation of existing plan • Is social guidance being utilized? • What has changed ie: MP Beetle? • Resource management issue scoping…. • Not a venting session for operational planning disagreements

  20. Discussion about Implementation • Do you want to risk manage having/not having a fall meeting next year? (Wait for New Direction Paper to be released?) • Do you want to have a March meeting to discuss and strategize an alternative Plan Implementation Committee (PIC) model? Or Merge with SFMP PAG? etc. and talk about plan implementation and expectations. • Think about appointing your one or two of yourselves to be an LRMP chair or co-chair.
