Observations

  • Many card schemes have been implemented for single purposes resulting in multiple schemes in single organisations
  • There are regular OJEU notices from Local Authorities seeking card based solutions for school meals, leisure centre access and libraries, regardless of the national project.
  • The same for Transport, concessionary travel, a key target citizen for LA’s
  • There needs to be a national infrastructure available for delivery
  • Distribution and management needs to be centrally controlled and locally delivered
