  3. Purpose of presentation To provide the Steering Committee with: • overview of the current draft of the flyingfish demonstration project and • Obtain input, guidance and concurrence on the direction of the demonstration project CRFM Secretariat Belize

FLYINGFISH FISHERY • Fourwing flyingfish (Hirundichthys affinis) • Countries: Trinidad and Tobago, Grenada, St.Vincent & Grenadines, Barbados, St. Lucia, Dominica, Martinique • Most important small pelagic fishery • Landings : 3000 -4000 MT • Boats: 1700 (mainly small to medium size) • Socio-economically important • US$15 million in Barbados • Cultural icon CRFM Secretariat Belize

  7. Objectives: To establish a regular subregional management and policy cycle for the flyingfish that: utilizes the best available information from all sources, develops a regional management plan, provides advice to a decision-making body, makes and implements decisions. Specific objectives include: • Identifying and engaging the full range of stakeholders in each stage of the cycle, • Establishing and operating the stages of the cycle, • Enhancing linkages between the regional cycle and other relevant cycles at lower and higher levels. Main Activities • Conduct stakeholder analysis - including assessment of capacity to take part in the regional management processes, identifying deficiencies in stakeholder organization, and specifying appropriate levels of involvement, reflecting importance and dependence on the fishery • Establish processes to build stakeholder organizations and improve their capacity for effective involvement in consultative processes at national and regional levels • Specification of, and obtaining stakeholder agreement upon, an appropriate policy cycle for flyingfish including mechanisms for each step: CRFM Secretariat Belize

Key Steps • Data and information collected and preliminary analysis conducted at the National level • Analysis and advice developed through a regional technical body, • Decision making body to be identified as a competent regional policy decision making forum. Initially this would likely be CARICOM Council for Trade & Economic Development (COTED). It should evolve to a body specifically dealing with fisheries matters, e.g. a Flyingfish Convention or a Sub-regional fisheries management organization. • Implementation would be at the national level. • Countries will report as required to the regional technical body • Monitoring and evaluation would be conducted • Research to address gaps identified by operating the cycle in bio-ecological & socio-economic information, and institutional arrangements should be conducted at national & regional levels CRFM Secretariat Belize

Outputs A regional management plan: • Processes by which policy is set, decisions taken & implemented, • Objectives established through stakeholder and political consultation and existing international instruments • Actions to be taken at national and regional levels • Fisheries and ecosystem-based management actions • Research to fill the information gaps identified 6. Implementation of two full policy cycles of the process, including: o Review and adoption of the plan according to the processes, o Implementation of key actions, o Review and evaluation of implementation. Management structure and accountability • The project will be led by the CRFM • Key Partners: i) CERMES, ii) IFREMER, iii)OECS,iv) WECAFC, v) Fisheries Departments, vi) fishing industry representatives and others. 3. There will be a Project Committee comprising representatives from these key agencies. 4. The CRFM will be accountable to the PRU for funds and pilot project outputs. CRFM Secretariat Belize

OBJECTIVES OF CRFM “(a) efficient management and sustainable development of marine resources; (b) the promotion and establishment of co-operative arrangements among interested States for the efficient management of shared, straddling or highly migratory species “ (Article 4, CRFM Agreement, 2002) CRFM Secretariat Belize

Stakeholders and beneficiaries Stakeholders: • Stakeholders are national governmental and regional intergovernmental management agencies, boat owners, fishers, vendors, processors, retailers, exporters and all persons engaged in associated support activities. Beneficiaries: • Beneficiaries are all who earn a living from flyingfish and consumers. • Tourism may benefit from availability of a highly popular Caribbean seafood dish • Countries may benefit from reduction in cost of importing seafood for consumption. Institutional sustainability strategy • The strategy for long-term sustainability is important • Once the policy and management cycles have been established and operated, stakeholders will begin to appreciate their value and to recognize the benefits that can be derived. • It may take longer than two years for this to become self-supporting • During implementation, alternatives to direct government support will be explored. • Discussions will be pursued with stakeholders to encourage them to support the processes required for transboundary management of flyingfish. Replication, Monitoring & Evaluation Replicability • The establishment of a functional policy and management cycle with appropriate linkages to national and local entities as well as to regional and global cycles will provide an example that can be adapted to other situations of shared fishery resources.
