  1. Advance Planning Briefing for Industry30 January 2014

  2. Training Technology Development Mission Mission • Identify, prioritize, and execute R&D projects that satisfy interagency requirements combating terrorism related education, training, and mission performance support products and technologies. Membership • Department of Defense • Department of Homeland Security • Department of Justice • Department of State • Intelligence Community • InterAgencyBoard • National Bomb Squad Commanders Advisory Board • National Tactical Officers Association • OGAs

  3. Parachute Simulator DESCRIPTION: Design and develop a 3-D immersive interactive simulator system to be used in Special Operations Forces (SOF) mission planning, training, and rehearsals for Special Operations military freefall and static line jumps. Allows users to conduct full-scale (basic, intermediate, and advanced) tasks and incorporate 3-D virtual scenarios that allow full mission rehearsal capability. DELIVERABLE:Six Parachute Simulator Stations including all software enhancements. Operational evaluation results. OPERATIONAL IMPACT: Low profile airborne operations provide a tremendous advantage over an adversary. Given the danger of airborne operations, users are not able to rehearse corrective techniques for the range of emergency procedures. REQUIREMENT INITIATOR: USAJFKSWCS SPONSOR: CTTSO PERFORMER: Systems Technology, Inc. END USERS: Special Operations Mission Training Center (SOMTC) TRANSITION: System installed at SOMTC. USSOCOM using SOMTC system as a standard to inform SOF wide parachute simulation system upgrades. COMMERCIALIZATION: PARASIM product, including all enhancements completed under this effort, are available on GSA.

  4. TTD FY 2015 Requirements • R3831 – Training and Performance Support on the Use of Mobile Devices in Operational Environments • R3832 – SOF Simulation Integration Test Bed • R000 – TTD FY15 Unspecified Requirement

  5. R3831 – Training and Performance Support on the Use of Mobile Devices in Operational Environments • Description: Design and develop unclassified training and/or performance support materials focused on how mobile devices and apps can be used safely in field/operational environments. • Specifications: • Topics shall include but are not limited to: • Vulnerabilities • Security concerns • Safety when capturing and sharing information • Operational concerns • Mitigation techniques

  6. R3831 – Training and Performance Support on the Use of Mobile Devices in Operational Environments • Specifications, cont.: • Delivery on mobile devices (iOS, Android, Windows, Blackberry); also available on CD/DVD • Innovative approach; engaging solution; exceptional user experience; utilizing real-world operational examples • Provide links to examples of innovative, engaging approaches with intuitive user experience • Expertise desired (or partner with someone): • Design/development of mobile learning/performance support • Instructional design (analyze, design, develop); rapid prototyping • Operational military and civilian law enforcement audience • Test solution and facilitate transition to appropriate platform

  7. R3832 – SOF Simulation Integration Test Bed • Description: Develop a test bed to: 1) Optimize current shooting simulation technologies and training methodologies. 2) Integrate dissimilar, separate systems to form a common, scalable, SOF training and simulation architecture. 3) Demonstrate the integrated simulation benefits to the SOFwarfighter. • Specifications: • Evaluate first person engagement training and immersion technologies. • Integrate selected technologies and training methodologies.

  8. R3832 – SOF Simulation Integration Test Bed • Specifications, cont.: • Collect data to allow analysis of system components, trainee performance, and cost/benefit/impact. • Investigate how technologies and methodologies fit into SOF warfighter training and development cycle. • Example hardware/software categories are included in the BAA. • Single site, but flexible model to expand and transition. • Not looking for technologies from a single vendor. • List specific technologies/methodologies on the Quad Chart. • Operator testing requires Secret clearance.

  9. R000 – TTD FY15 Unspecified Requirement • Description:Develop training technologies and human performance improvement solutions to increase mission readiness and enhance the operational capabilities of all elements, to include military and civilian communities involved in combating terrorism. • R000 proposals for TTD should: • Make the combating terrorism application clear. • Address a training or human performance gap. • Require R&D; not something that can be purchased off the shelf. • Identify a specific end user, organization, and provide a POC.

  10. R000 – TTD FY15 Unspecified Requirement • Specifications: • Training and human performance technologies focused on AFRICOM, PACOM, or the Southwest Border. • Training technologies used in support of allies, coalition, and/or host nation partners. • Mobile learning and performance support applications (apps) for operational users. • Advanced performance support capabilities (augmented reality). • Human performance optimization technologies and methods for our end users. • Analyses, research, and/or evaluation of training technology.
