  5. Ministerial Conference The Mexican Ministry of Foreign Affairs is taking the lead in this component. It will mainly use the UN system to negotiate the Ministerial Declaration beforehand with governments. The Ministerial Declaration will include a political message related to relevant water issues and also regional annexes. There will be a multistakeholder dialogue with Forum participants in the form of thematic roundtables.

Water Fair • The Water Fair is to be a space with an innovative design, creative and educational. • Its main goal is to create a unique environment in order to develop or expand stakeholder networks. • It includes: • Pavilions for some countries and non- profit organizations • Cultural and Artistic Activities - A Photo Exhibition - Dance and Music - First International Water & Film Event

World Water Expo International environmental, technological and research solutions for dealing with water-related issues will be exhibited in this space.Its goal is to present and promote better methods, as well as equipment and technological solutions, to contribute to solving world water problems.

Typical session There will be 150 two-hour sessions divided into five parts: Opening remarks from convener(s) (5 minutes) Presentation of local actions (45 minutes) Expert panel to discuss the local actions presented (30 minutes) Open discussion amongst participants (30 minutes) Wrap-up and conclusions (10 minutes)

Preparatory Process • Local Workshops • Local Workshops are deliberative arenas where different types of local stakeholders interact and hold dialogue, sharing knowledge and voicing concerns regarding both the barriers and opportunities faced when attempting to deal with local water issues. • The results of these workshops will be included as an input to the Forum during the Preparatory Process (through the Regional Committees or Beacons) and could be discussed in Mexico City 2006.

Preparatory Process • Regional Meetings • The Regional Meetings (RMs) aim at bringing together a larger representation of stakeholders from different countries in a region in order to debate on the many different aspects of the local and regional water problematic. • This element of the Preparatory Process is intended to benefit from routine regional meetings usually organized and scheduled by some of the most involved and influential organisations in their regions and the global water polity.

Preparatory Process • Thematic Meetings • Thematic Meetings are gatherings that aim to discuss part of the thematic content of the Forum, but are not specific to one region. • These meetings are normally organized by international organizations. Again, they may be either stand-alone events specifically organized to prepare for the Forum or sessions organized during already scheduled events in the region.

Regional Process • With the purpose of facilitating the organization of the Forum, the world has been divided into the following five regions: • Europe Asia-Pacific • Americas • Middle-East • Africa • Regional Committees have been set up in each of the regions. Several meetings are being held to identify local actions that have been implemented. • Each committee is preparing a document with the main water issues in the region.

  24. Howto participate in the process 1.- Topic-session 150 sessions, lasting approximately 2 hours each, will be organized for the Forum. Sessions will be selected to cover all of the main issues related to each of the five framework themes. Sessions will adhere to the following criteria: • They should include an expert panel • They should include a presentation of local actions to represent the specific focus of their theme. • They should be multistakeholder platforms for open debate on the thematic content of the Forum. • Subjects to be presented and/or discussed should come within the framework themes

  26. How to participate in the process 2.- Local Actions It is defined as any activity that have been implemented and have had a favorable impact at the local level in water management. They do not onlyrefer to small-scaleexperiences. It is important that the action involves the active participation of different sectors of society with various stakeholders at different social, cultural and political levels. Session conveners will select the local actions to be presented at their sessions from the database of actions registered on the Forum website.
