  2. What is RUS? • The purpose of this program is to meet the educational and health care needs of rural America through the use of advanced telecommunications technologies. There are DLT grants, loans, and loan-grant combinations that help rural communities enjoy enhanced educational opportunities, improved health care services and greater economic development. • Website: http://www.usda.gov/rus/telecom/dlt/dlt.htm

Why Should We Focus on DLT? • 100% Grants fund up to $500,000 • Loans and Grant/Loan Combos fund up to $10,000,000 • WV has not received a DLT grant since 2006, and RUS traditionally gives geographic preference to underfunded regions. • The application window in 2008 closed on April 14. Current program changes propose moving the next close date to March 31, 2009.

  4. What Will RUS Fund? • Acquiring eligible equipment, that is, equipment that is primarily used for distance learning or telemedicine. • Acquiring instructional programming, including programming that is already on the market. • Acquiring technical assistance for the eligible equipment

Telemedicine Applications • Distance Consultations • Cuts down on travel time and costs • Improves physician collaboration • Ensures more accurate diagnosis • Counselling • Cuts down on travel time and costs • Improves access to specialists • Professional Development/CMEs • Able to reach more with less • Allows for more flexible scheduling • Improved Patient Monitoring • Able to have consistent monitoring

  6. Who is Eligible? • Nearly everyone who provides distance learning or telemedicine services can participate. • Rurality requirements are strictly enforce. We want to focus on isolated end users. • Bonus points are awarded to applications that include EZ/EC and Champion Communities • Roane General Hospital • Urban entities can be part of an application, but must be Hub sites.

  7. Characteristics of Good Applicants: • Objective Qualities • Rurality (45) – for end users • NSLP (35) – National School Lunch Program percentage of local school district • Match (35)– 15% is the minimum, but more match means more points • EZ/EC(15) - and/or Champion Communities • Subjective Qualities • Innovative use of the equipment or unique applications • Demonstration of extreme need, like documented health problems • Demonstration of cost effective programs

  8. Objective Score - Bottom Line • We want an objective score of at least 90. • A low objective score makes funding unlikely.

  9. Match – 35 Points • A minimum of 15% match is required to be eligible. • Realistically, the Partnership needs at least 50% match to be highly competitive. • Cash is King, but in-kind is allowed. • In-kind match must be very carefully explained in the narrative as to how it will be used for distance learning or telemedicine. • Cash can come from any third party source. Donations, non federal funds and applicant dollars are all eligible.

  10. What Does Each Site Need to Provide? • Rurality Points • NSLP (or justification for why NSLP does not reflect true economic situation of the area) • Match (cash or in-kind) • Letter of support and participation • Community buy-in
