Obligation to Connect Schools: Universal Service for 100% Households

OBLIGATION TO CONNECT SCHOOLS 100% households (universal service) High Cost Areas True access gap • Section 88(1)(d) (i) & (1)(d)(ii) of the ECA obligates USAASA to utilise the USAF : “ for the payment of subsidies- (d) To schools and further education and training colleges as defined in the South African schools Acts…for the procurement of of broadcasting and electronic communications networks:Provided that- (i) In the case of public schools, they are recognised by their provincial Departments of Education…. ICT ACCESS PROGRAMMES • During 2013/14 financial year, USAF Board took a strategic decision to: - Focus on schools ( Primary, secondary and FET’s); - Hand over community access centres to SMME’s; - Implement broadband network projects that would enhance NDP imperatives. INTERGRATED INFRASTRUCTURE MODEL • The model combined broadband infrastructure rollout and connecting schools; • Educators given tablets • Learners issued with tablets to use at school and smart phones to use outside school or at home. • The model not only benefited schools but also other government institutions such as police, clinics and municipal offices. • Going forward , School connectivity means: • Internet can be accesses anywhere within the school yard • All learners or at least a senior class learners have mobile devices to access internet • All educators have mobile devices to access internet • The school has a minimum of 40 tablets that are only used at school

NDP IN ACTION Chapter 4 Economic Infrastructure All schools, health and similar social institutions and private citizens to be connected by 2020 Chapter 10 Health Promotion Connectivity primary health facilities will ensure universal health coverage Chapter 15 Transforming Society Broadband connectivity will ensure equal opportunities, inclusion and redress Chapter 9 Improving Education Upgrade all school infrastructure to meet optimum standards 2014/15 ANNUAL PLANS
