  3. Construction and CREC In the EU construction represents 11% of the total GDP, and CREC nearly 30% of the same GDP!

  4. EU6RTD (1)European Research Area - ERA • EU6RTD is aimed at contributing towards the creation of the European Research Area – ERA, described below (17% directly for ERA). National R&D Programmes European Research Area - ERA National Research Organisations & JRC Open Cooperation & Coordination EU6RTD and other European R&D

  5. EU6RTD (2) Interesting themes for CREC • The EU’s 6th Framework Programme for Research and Technological Development – EU6RTDoffers 17,500 MEUR for European RTD projects in 2002-06. The most interesting thematic priorities for the CREC are the following (final, as approved by the European Parliament and the Council Jun 2002): 1.1.2 Information society technologies 3,625 MEUR 1.1.3 Nanotechnologies and nanosciences, knowledge-based multifunctional materials and new production processes and devices 1,300 MEUR 1.1.6 Sustainable development, global change and ecosystems 2,120 MEUR Sustainable energy systems 810 MEUR Sustainable surface transport 610 MEUR Global change and ecosystems 700 MEUR

  6. EU6RTD (3)Specific Programmes (1) • Specific Programmes add “flesh on the bones” information to the EU6RTD. The most interesting priorities for the CREC are the following (final, as approved by the Council late September 2002): Integrating and strengthening the European Research Area - ERA 1.1.2. Information society technologies (i) Applied IST research addressing major societal and economic challenges 1.1.3. Nano-technologies and nano-sciences, knowledge-based multifunctional materials and new production processes and devices (ii) Knowledge-based multifunctional materials (iii) New production processes and devices

  7. EU6RTD (4)Specific Programmes (2) 1.1.6. Sustainable development, global change and ecosystems 1.1.6.1. Sustainable energy systems 1.1.6.2. Sustainable surface transport 1.1.6.3. Global change and ecosystems 1.2.2. Horizontal research activities involving SMEs (i) Collective research (ii) Cooperative research The specific programmes as well as other documents can be found at http://europa.eu.int/comm/research/fp6/documents_en.html in all EU languages.   8. EU6RTD (5)Work Programmes • Work Programmes are documents containing more detailed descriptions of the Specific Programmes. For project proposal preparation Work Programmes are the most important documents. • Work Programmes will be prepared and issued by the Commission alone. • Work Programmes are said to be drafted after the results of the EoI call for important R&D topics (closed date 07 June 2002) will be available. These (some 11,700 EoIs) are now publicly available. • No drafts for Work Programmes are publicly available yet. They are supposed to be finalised by the end of November 2002 latest.

EU6RTD (6) Project Types = Instruments (1) • Integrated Projects - IP • Clearly defined development objectives • Typically industry-led project • Duration 3-5 years • Magnitude >50 MEUR • EU funding max 50% • Networks of Excellence - NoE • Advancing research and integrating the activities of the consortium partners on a particular research topic and spread excellence • Research centre/university-led project; 100-500 researchers • Duration over 5 years plus continuation thereafter without EU funding • Magnitude >10 MEUR • EU funding as per the number of researchers, max 25%

EU6RTD (7) Project Types = Instruments (2) • Specific Targeted Research Projects – STRP • Similar to earlier RTD projects • Typically industry-led project • Duration 2-4 years • Magnitude 2-10 MEUR • EU funding max 50% This is what was required by European Council of Civil Engineers - ECCE and several EU member states.

EU6RTD (8)Project Types = Instruments (3) • Specific research projects for SMEs: any topic • Cooperative research - CRAFT; as before; EU funding max 50%. • Collective research; Medium-term research activities carried out by technical research centres for industrial associations or industry groupings in entire sectors of industry dominated by SMEs at the European level; EU funding max 50%. The ITRE Committee of the European Parliament proposed that Exploratory Award (valmisteluraha 25,000 – 50,000 EUR) should be returned into EU6RTD, as required by European Council of Civil Engineers – ECCE. The parliament, however, gave up after compromise negotiations.

EU6RTD (9)Project Types = Instruments (4) • Other instruments available, not described here in more details, are: • National programmes carried out jointly - Article 169: By governments or national research organisations and industries. Apparently for no good use. • Networking of national programmes: ERA-Nets to be implemented as specific support action (for preparation) and/or coordination action (running); see below. • Specific support actions: Similar to earlier accompanying measures. • Coordination actions: Similar to earlier thematic networks and concerted actions.

  13. EU6RTD (10)Participation Rules • Partners: At least three (3) independent partners established in three (3) different member or associated state. In practice, for a successful IP or NoE partners from several (>10) states are needed. • Two-stage procedure: (For IP and NoE) calls for proposals may involve a two-stage evaluation procedure. In this case, following a positive evaluation of an outline proposal in the first stage, the proposers concerned shall be requested to submit a complete proposal in the second stage. • Small and medium size enterprise – SME: • less than 250 employees • no more than 40 MEUR annual turnover or no more than 27 MEUR annual balance sheet total (may change...) • less than 25% of the capital or voting rights is owned by big enterprise(s), except public investment corporations (eg banks, venture capital, SITRA)

EU6RTD (11)Timetable • As the European Parliament, the Council (of Ministers) and the European Commission achieved a compromise about the basic EU6RTD, Specific programmes and Participation rules it looks like the first calls could open 15 Dec 2002 with aclosing date of 15 Mar 2003. This call is principally for stage 1 outline proposals. • For stage 2 complete proposals a subsequent closing date of 31 July 2003 is envisaged. • Useful Events: • Brokerage Event on CREC-related topics 03-04 Oct 2002, Brussels BE ; 185 EUR (see http://www.e-core.org/frames/index_workshops.html). • European Research 2002 Conference 11-13 Nov 2002, Brussels BE; 180 EUR (see http://www.cordis.lu/fp6/).

EU6RTD (12)Who can participate? • Companies (industrial), Research Institutes, Universities, Industry Associations etc • Small and large organisations • EU Member States (15) • Associated States = Norway, Iceland, Liechtenstein + Israel, Switzerland • Newly Associated (Candidate) States = Estonia, Latvia, Lithuania, Poland, Czech, Slovakia, Hungary, Slovenia, Bulgaria, Romania, Cyprus, Malta + Turkey • Other Countries = on specific conditions, usually no EU funding; yet there is 600 MEUR available for (1) Mediterranean countries (including the Western Balkans), (2) Russia and the Newly Independent States (NIS) and (3) developing countries.

  16. CREC-related EoIs (1) • Over 11,700 EoI - Expression of Interest were received by the European Commission by 07 Jun 2002 targeting at EU6RTD. They are now publicly available at http://www.cordis.lu/fp6/eoi-analysis.htm. • e-CORE - European Construction Research Network project, headed by CSTC BE, has compiled a list of CREC-related EoIs (see http://www.e-core.org/frames/index_database_eoi.html). Their total number is 311 EoIs (~3% of total). Yet, 166 only are described on the above website. • In the Brokerage Event on CREC-related topics 03-04 Oct 2002, Brussels BE, 82 selected EoIs were discussed in more details representing the following classifications, as per e-CORE: • IP – 66% • NoE – 33%

CREC-related EoIs (2) • By priority thematic areas (79%): • 1.1.2 IST – 15%; • 1.1.3 Materials & processes – 37% • 1.1.6 Sustainable development – 27% • Most important sub-priorities (77%): • 1.1.3 iii New production processes and devices 26% • 1.1.6.1 Sustainable energy systems 24% • 1.1.2 i Applied IST research addressing major societal and economic challenges 12% • 1.1.3 ii Knowledge-based multifunctional materials 9% • 1.1.6.2 Sustainable surface transport 6%

  18. Actions towards EU6RTD • In the Brokerage Event aforesaid, an idea was to develop 15-20 IP and/or NoE proposals out of 311 EoIs listed, actually 82 EoIs discussed. No report on this work, however, is to be prepared. • Villa Real participated in 4 EoIs and is taking part in 1 IP proposal on “Sustainable City” as an active contributive partner (plus in ~2 other as a “sleeping” partner). • What to do next? • IP and EoI: (1) study the list of EoIs, carefully (2) select the most interesting ones, (3) contact the coordinator to find out if an actual proposal is under preparation and (4) express your willingness to join the consortium. • STRP and SMEs: Prepare your own proposals on new ideas requiring further development or to solve existing problems, and then select suitable partners (total 5-8) for its implementation.
