Village & Neighborhood Council • Declaration of Village & Neighborhood council • Upon Proposal of Tehsil/town municipal administration • Tehsil Council or Town Council declare village or neighborhood • Also decide about the no of members. • Composition of Village or Neighborhood council • Members vary from 5 to 11 • One seat is reserved for women • One seat is reserved for workers • Headed by a chairman, seeking max votes • Union nazim is responsible to allocate work among sectaries • Elections • Tehsil/Town municipal administration conduct the election • District govt support this election if help needed

  9. cont… Citizen Community Board • Any number of Citizen Community Boards can be setup • Community Boards shall be set up for the purposes of, • energizing the community for development and improvement in service delivery • development and management of a new or existing public facility • identification of development and municipal needs • mobilization of stakeholders for community involvement in the improvement and maintenance of facilities • welfare of the handicapped, widows and families in extreme poverty • establishment of farming

  11. cont… Citizen Community Board • Person not eligible to constitute board or be a chairman if person : • is a minor • is of unsound mind • has applied to be an insolvent and his application is pending • is an undischarged insolvent • is a defaulter under law and his name has been published as such. • The Citizen Community Board shall be registered with the registration authority • Must have general body & that body will select the chairman Executive Committee and a Secretary of the Board

  12. cont… Citizen Community Board • Conduct of Business • All business of the Citizen Community Board shall be disposed of in its meetings. • Executive Committee shall hold its meetings at least once in every three months. • Quorum of the meetings • Executive Committee meetings: shall be forty per centum of the total membership of executive committee. • General body meetings: shall be one fourth of its total membership. • The Chairman and Secretary shall be responsible for safe custody and management of property and assets of the Citizen Community Board. • All funds shall be kept in a bank or post office and all transactions shall be made through cheques. • The accounts shall be operated jointly by the Chairman and the Secretary. • The accounts shall be maintained by the Secretary.

  13. cont… Citizen Community Board • Raising of funds • funds may be raised through • voluntary contributions • gifts • donations • grants • Non-Profitable organization • As the Board shall be a non-profit organization and its income and assets shall be used to attain its objective. • The properties and income shall be held in the name of its Executive Committee and shall sue and be sued in the name of its Executive Committee. • No portion of its income shall be use to pay salary, dividend, profit or bonus or otherwise be distributed to any of its members or contributors. • The accounts of the Board shall be subject to audit as may be prescribed.

  15. cont… Musalihat Anjuman • Constitution • For every union there must be a musalihat anjuman • Constitute of three Musaleheen, One will be Musleh selected by Insaf committee. • Any casual vacancy in the panel of Musaleheen shall be filled in by the Insaf Committee. • If Insaf Committee found a Musleh accused of consistent partiality and malpractices in performance of his functions, the Insaf Committee may remove such Musleh and select another in his place.

  17. cont… Musalihat Anjuman • Settlement of disputes • The • Union Nazim, • Insaf Committee and • Musaleheen • shall use their powers to achieve the settlement of disputes amongst the people in the Union and decide whether to forward the case to court or not. Process should be such that • Both parties agrees thereto & • No fee will be charged

  18. cont… Musalihat Anjuman • Courts interferance • Any court may, in a case where it seems appropriate, refer a matter to the Musalihat Anjuman through the Union Nazim for settlement. • The Musalihat Anjuman shall inform the court and may ask extension if the dispute is not settled within the fixed time. • Union Nazim may, in consultation with the Insaf Committee, appoint different person as Musleh for specific case, if directed by court.

  19. cont… Musalihat Anjuman • Procedure for settlement of Disputes • The Musleh of the Musalihat Anjuman conduct the proceedings in an informal manner as he considers appropriate with the object to bring settlement between the parties. Provided • No legal practitioner shall be permitted to take part in the proceedings on behalf of any party. • The report of the Musaleheen will be recorded in writing and copies will be provided to the parties attested by the Secretary of the Union.
