  2. World’s Most Inuential Leaders in the Aerospace & Aviation Industry, 2023 Leading on Sky Effective management is essential for any firm to prosper, and business aviation companies are no exception. Using the tools and information provided here, business aviation leaders may hone their skills and help their company achieve its objective. To be a leader, one need not have a position of power or supervise others; one may lead from any location. Behaviors speak louder than words about your leadership qualities both inside the team and among your followers. Make use of the available resources and muster the will to behave as an aspirant (and motivating) leader. It takes considerable resolve to be a leader in the aviation sector, which is frequently flipped upside down. Furthermore, leadership in the aviation business is no longer a de facto reward as perfectionism gradually fades. Family names are no longer as important as skill and hard effort, and this sector no longer gives legacy leaders undeserved respect. 9. Thomas Dunstan, Director General of the Bermuda Civil Aviation Authority (the BCAA), has had a lifelong fascination with aircraft and aviation since he was a young boy growing up in Bermuda. He was fortunate to be able to follow his dream and studied Aviation Management and Flight Operations at Daniel Webster College in New Hampshire, earning a B.Sc. and attaining his FAA and Canadian commercial pilot licenses with multi-engine instrument and instructor ratings. For 10 years, Thomas worked at the Department of Airport Operations, successfully advancing through increasingly senior positions, from Supervisor, Terminals, to Commercial Manager, and finally to Manager, Air Operations. During his tenure at the Bermuda Airport, he played a crucial role in its certification process and was instrumental in the development of Quality Assurance and Safety Management Systems. In 2006, Thomas joined the Bermuda Department of Civil Aviation, serving as its Director until October 2016 when it underwent a transition to a quasi- autonomous non-governmental organization (QUANGO) known as the Bermuda Civil Aviation Authority. Since then, he has served as the Director General of the BCAA, overseeing its operations and regulatory functions. worldsleaders.com | 13

  10. Regulating Excellence The BCAA holds the critical responsibility of regulating and overseeing aviation in Bermuda, including all aircraft registered under the Bermuda Aircraft Registry. It is worth noting that the BCAA is ranked as the largest offshore registry and ranks tenth overall in the world in terms of size. Dynamic Success Despite being a United Kingdom Overseas Territory, Bermuda has its separate safety oversight system, distinct from that of the UK. The regulatory framework is established in the Air Navigation (Overseas Territories) Order (AN(OT)O), and compliance with these regulations is achieved through the Overseas Territory Aviation Requirements (OTARs). The OTARs align fully with the standards and recommended practices set by the International Civil Aviation Organisation (ICAO). For Thomas, success is not static. It means different things at different times. While many value company growth, he believes how a company succeeds matters just as much. The BCAA achieved success through increased aircraft registrations and team growth. However, success for them also includes safety commitment, regulatory compliance, excellent service, and adaptability. They aim for a well-rounded, enduringly successful organization. The Bermuda Aircraft Registry consists of a diverse array of aircraft, encompassing both private and commercial aircraft operated under a Bermuda Air Operator Certificate (AOC) or Article 83bis Agreements of the Convention on International Civil Aviation. This means that the Registry can accommodate various types of aircraft, including business jets as well as larger commercial-sized aircraft like the 787s, 747s and 777s. To ensure global coverage and seamless operations, the Registry has inspectors stationed at its main offices in Bermuda and Farnborough (UK). Additionally, designated and contracted inspectors are strategically placed worldwide, including in countries like Canada, China, Romania, Switzerland, and the U.S. Customer service excellence and an impeccable safety record are fundamental pillars of the BCAA's value proposition and business model. Their guiding motto, "Putting you at the centre of everything we do," emphasizes a customer-centric approach to both internal and external stakeholders, reflecting the BCAA's commitment to their mission on a daily basis. 14 | November 2023

  12. Continuous Learning and Trust in developing regular strategic plans to drive the BCAA forward. These plans focus on exploring market opportunities, increasing brand awareness, and hiring the right talent to foster the organization's growth and development. Thomas sees his own growth as intertwined with the growth of the organization, striving to advance in sync with its progress. In the past, Thomas has been committed to personal and professional growth. He emphasizes the importance of continuous education, both formally through conferences and informally through networking opportunities. Staying updated and learning from others helps him enhance his skills and knowledge, enabling him to contribute effectively to the organization's growth. Learning from mistakes and seeking inspiration from others are integral aspects of Thomas's leadership philosophy. He acknowledges that no one is perfect, including himself, and believes in being open and vulnerable when necessary. Thomas Thomas is driven by the belief that the organization should constantly evolve and avoid complacency. Instead of resting on past achievements, he believes 16 | November 2023

  13. values the human aspect of leadership and believes in taking care of his team members. He recognizes that a successful organization depends on a supportive and motivated team, and by nurturing and empowering them, they, in turn, will provide excellent service to the customers. In his leadership approach, Thomas emphasizes building trust among team members. By acknowledging imperfections and demonstrating vulnerability, he fosters an environment of trust, which is vital for developing strong professional relationships in the workplace. Thomas's commitment to humanity and caring for his team forms the foundation of his leadership style, enabling him to lead with empathy and effectiveness. Canada. So, he moved back to Bermuda, and after working at a couple of non-aviation jobs, he was hired by Airport Operations at the Bermuda International Airport. Resilience and Success in Aviation In aviation, one needs to have a plan, but also be prepared with contingency plans, as things don't always go according to the original plan. Being flexible and ready to adapt has proven to be invaluable for Thomas over the last few years. He recognizes that in the dynamic field of aviation, unexpected situations can arise, and the ability to adjust and respond swiftly is essential for success. Thomas feels he has been very fortunate in his aviation career to date. While it hasn't been without its challenges, any barriers he has faced haven't been particularly significant. Perhaps the most difficult time was right after he had successfully studied and trained to be a pilot. Right around the time he obtained all his licenses, the first Gulf War started, and he couldn't find a flying job in the U.S. or worldsleaders.com | 17

  14. Leading from the Skies Despite facing these unprecedented challenges, the BCAA remains steadfast in its commitment to growth and diversification. The organization is actively exploring new avenues to achieve these goals and overcome the obstacles it has encountered. Thomas expresses immense pride in the resilience and adaptability of his team, as they have demonstrated their ability to succeed even in the face of adversity and unprecedented industry conditions. He believes that the BCAA has emerged stronger than ever, thanks to the determination and dedication of its members. As the Director General, Thomas is tasked with overseeing all facets of the BCAAs operations, both technical and corporate in nature. His role is crucial in developing and implementing strategic plans, and he plays a pivotal role in staff hiring and succession planning, ensuring that the organization maintains a competent and capable workforce. In addition to his executive responsibilities, Thomas also holds a position on the BCAA Board of Directors, contributing to the governance and decision-making processes of the organization. Building a Resilient Future One of the most fulfilling aspects of Thomas's daily routine is witnessing the satisfaction of customers as they take their aircraft to the skies. Knowing that he and his team have played a part in ensuring a smooth and successful flight brings him a great sense of joy and accomplishment. This customer-centric approach underscores his commitment to providing unparalleled service and exemplifies the core values of the BCAA. The BCAA has been diligently focused on succession planning, growth, and diversification over the past several years. To achieve these goals, the Authority has employed various tactics, including seconding staff to different organizations worldwide and actively marketing the Bermuda Registry to new regions like Asia and the Middle East. Unfortunately, the imposition of international sanctions on Russia significantly impacted the BCAA's revenues, as a substantial portion of the aircraft on the Bermuda Aircraft Registry were operated by Russian airlines. Consequently, diversification and shifting business development focus to new markets have become crucial priorities for the Authority to mitigate such risks. Overcoming Adversity Over the past three years, the aviation industry, including the BCAA, faced numerous challenges. The COVID-19 pandemic and subsequent travel restrictions severely impacted air travel worldwide. Despite this, the BCAA adapted by implementing a work-from-home model and collaborating with clients to navigate the pandemic successfully. In the long term, the BCAA aims to become a prominent advocate for environmental sustainability within the aviation industry. Embracing technological advancements will be key to reducing the organization's carbon footprint, furthering its commitment to environmental responsibility. In February 2022, a new crisis arose when Russia invaded Ukraine without provocation. International sanctions were imposed on Russia, which had a catastrophic impact on the BCAA's ability to oversee Russian-operated aircraft registered under the Bermuda Aircraft Registry. Consequently, on 12th March 2022, the BCAA was forced to suspend airworthiness certificates for over 700 Bermuda-registered aircraft operated by Russian airlines, leading to a sharp decline in revenue and posing additional challenges for the organization. Amidst these priorities, the BCAA remains steadfast in delivering outstanding customer service and preserving its exemplary safety record. These core values continue to be at the heart of the organization's mission and operations, ensuring that they continue to excel in providing top-notch services while upholding safety standards. 18 | November 2023

  15. By adapting to new challenges, fostering diversification, and championing sustainability, the BCAA is positioning itself for a resilient and successful future in the aviation industry. Above all, prioritize safety at all times and never compromise on it. Avoid taking shortcuts, and always adhere to the highest safety standards. Make decisions based on doing the right thing, even if it may be challenging or demanding. Remember that in aviation, the right choice is often not the easy one. Unveiling the Boundless Horizons Thomas advises the next generation of aviation leaders that the aviation industry offers boundless possibilities and requires a deep passion for aviation. It is more than just a job; it becomes a way of life. Embrace the fact that aviation can open doors to incredible opportunities both personally and on a global scale. worldsleaders.com | 19

  29. San Marino Aircraft Registry Being the first European-based Aircraft Registry to offer registration to both private and commercial operations, the demand for an Air Operator Certificate (AOC) has been high. The Republic of San Marino has already granted twenty-one (21) AOCs and has signed ICAO Article 83bis agreements with four (4) different countries: Republic of Serbia, Republic of Lebanon, Kingdom of Saudi Arabia, and the Republic of Togo. registration by appointing a representative residing in the Republic of San Marino. The registry is available to assist with the nomination of this representative, whose sole responsibility is to transmit relevant official notices and notifications from the Civil Aviation Authority (CAA) to the owner. The registration by domicile offers a smoother and faster transition to T7 registration, along with cost-effective fees. This streamlined and straightforward process typically allows for registration to be completed within 1 to 3 business days. To stay ahead of the competition, the aircraft registry aims to be agile, responsive, and customer-centric. This requires embracing change, transforming customer experiences, and consistently outperforming competitors. It involves striking the right balance between standardized operations and innovative approaches. As an aircraft registry, SMAR team's top priorities are safety and service excellence, along with a collaborative team approach. However, the company believes it also needs to embrace innovation, adapt to international standards, and follow industry best practices. David states that neglecting operations can lead to a decline in quality and an increase in costs, negatively impacting both operators and the overall business. Cirium data from June 2023 reveals that the San Marino registry currently boasts 367 executive aircraft, positioning it above Malta (239) and the Isle of Man (223). While there may be similarities with other registries, David Colindres explains that the establishment of the San Marino Aircraft Registry brings a whole new drive and dimension to the industry. “This was a great innovation that transformed the way we register aircraft,” said David. In terms of tax and service efficiency, the registry acknowledges their importance in the decision-making process for owners and operators. All aircraft registered in San Marino are exempt from VAT and import tax, provided that they are owned by foreign citizens or companies. Furthermore, the registry offers aircraft owners the freedom to choose their desired jurisdiction for structuring ownership and operation, without the need to incorporate a new San Marino company. To facilitate this, a streamlined and innovative legal framework has been created, enabling foreign individuals and companies to qualify for aircraft Driving Operational Excellence Embracing Joy and Positivity in Every Aspect of Life David efficiently manages all aspects of operations, ensuring excellent product and service quality while maintaining a well-organized structure. The registry recognizes the value of its skilled human resources and strives to provide the best service and customer experience in the industry. The focus is on leveraging human strengths and market opportunities to drive profitable growth. David is a fun, humble, and charming individual who stands out as the leader of the top aircraft registry today. He has a unique quality that sets him apart, and people don't typically think, "Oh, I'm just like him." According to David, leadership is not about having a particular personality; it's about how you behave. worldsleaders.com | 35

  32. In Dr. Qari's view, contemporary leaders often lack several critical qualities: Ÿ Vision: Many leaders struggle to envision the broader landscape and develop long-term strategies for their organizations. Ÿ Innovation: There's a hesitancy to take calculated risks and explore new avenues, hindering innovation within their organizations. Ÿ Communication: Effective communication of vision and goals to employees is often a challenge, resulting in a disconnect between leadership and the workforce. organization. This involves inspiring the team to transcend conventional boundaries and harness emerging technologies to redefine solutions within the aviation sector. interactions with APSCO's dedicated employees and witnessing their unwavering commitment to the company's mission, contributing to its ongoing success. Leading by Example Embracing Challenges as Opportunities The most significant challenge Dr. Qari has faced in his career as an aviation leader is the constant need to set an example. Whether at the individual level, as a leader at APSCO, or in the aviation industry, he must consistently uphold high standards, especially when new challenges arise. An example of this was during the Covid-19 pandemic, which had a profound impact on travel and the aviation industry. Leaders, including Dr. Qari, had to tackle this unprecedented issue, highlighting the weight of leadership responsibilities in navigating unforeseen circumstances. As a leader within APSCO, he understands that there will always be choices that demand a strong sense of responsibility, whether it's in mentoring newcomers or making pivotal decisions that shape the company's course. This awareness of leadership's inherent responsibility is a guiding principle in his career. Dr. Qari firmly believes that challenges are opportunities for growth and strength. In the Chinese language, the word for challenge carries the same meaning as opportunity, highlighting the transformative potential of adversity. As an aviation leader, he has encountered numerous challenges, each of which has served as a valuable learning experience, contributing to personal and professional growth. Dr. Qari holds the view that the finest leaders are those who can not only overcome challenges but also transform them into opportunities. The challenge of being an aviation leader entails delicately balancing safety, efficiency, and sustainability within a landscape characterized by rapid change. Success, in Dr. Qari's perspective, transcends mere financial metrics. Instead, it encompasses making a positive impact on the world and leaving a lasting legacy. Success, he emphasizes, is multifaceted, defined by the constructive influence one leaves on the industry and society at large. It embodies the harmonious integration of innovation, responsibility, and unwavering integrity. This includes efforts to minimize the CO2 footprint and make an effective ESG (Environmental, Social, and Governance) impact. Ultimately, success, according to Dr. Qari, also hinges on personal happiness and fulfillment in one's work, rounding out the multifaceted nature of achievement. Fostering Collaboration and Diversity Leading the Way in Aviation Fuel and Lubricants Dr. Qari believes that companies could benefit from having more leaders at the top. This approach would foster a more collaborative and inclusive environment, facilitating the expression of diverse perspectives. Additionally, it would help establish a robust talent pipeline for future leadership roles. APSCO holds a prominent position as a leading aviation fuel supplier and lubricants manufacturer in the Middle East. The company's extensive offerings also encompass additional services, including fuel storage and distribution. APSCO is steadfast in its mission to become the preferred and trusted partner for its valued customers, delivering top-tier products and services at competitive prices. As the CEO of APSCO, Dr. Qari shoulders the critical responsibilities of charting the company's strategic course, supervising its operations, and ensuring its financial performance. He also represents the company to its customers, partners, and the broader public. However, the most gratifying aspect of his daily routine is the Dr. Qari, as a leader within APSCO, places a strong emphasis on remaining well-informed about the most recent industry developments. Furthermore, he is committed to nurturing a culture of innovation throughout the 38 | November 2023

His goal is for APSCO to become a prominent global player while fulfilling its corporate responsibility by implementing green technologies for a more sustainable future. Dr. Qari's advice to the next generation of aviation leaders is to embrace boldness and innovation, emphasizing the importance of making a positive ESG (Environmental, Social, and Governance) impact. He encourages aspiring leaders to think creatively, take calculated risks, and foster a culture of diversity and inclusion where everyone feels valued.
