The Timeline Of The Customs Clearance Process Import and export of goods to a different country undergo a mandatory process of customs clearances. The customs authorities of a country are responsible for inspecting goods and collecting taxes and duties in exchange for access to their markets. This entry is neither easy nor quick. For importing and exporting goods one must be ready with all the requiredcustom clearance documents and calculations of taxes and duties. What is the customs clearance procedure for the import & export of goods? The procedure for importing goods begins when the carrier arrives at the port. • On arrival, the person-in-charge files an Import General Manifest (IGM) stating all the details of the goods carried in the vehicle. • After examination of these documents, a number is allotted to the vessel and it is allowed to enter and unload the cargo.
A bill of entry has to be filed by the importer before or on the arrival of the goods. • The importer will then self-assess the duties and taxes to be paid after the declaration of the correct classification, the applicable rate of duty, value, etc. with respect to the goods being imported in the Bill of Entry. • This declaration may be verified by an officer along with the examination/inspection of goods. • If all compliances are correct, the importer must pay the duties to get customs clearance and permission to be handed over the goods.Similarly, for exporters the customs clearance procedure goes in the following order: • The exporter has to self-access the goods for the correct classification, correct declaration of the value of the goods, calculate the duties, etc, to generate a Shipping Bill. • On verification of the Shipping bill through a Risk Management System (RMS) and then a verification or examination or both might follow or if no discrepancies are found, a Let Export Order (LEO) is issued. The goods might be sampled during the examination here.
At the port, all custom clearance documents are submitted by the exporter to the customs officer along with original documents of goods details such as shipping bill, packing list, invoice, certificate of origin, licenses, etc. • The goods are then loaded onto the carrier under the supervision of a customs officer and ‘shipping on board’ is endorsed on the exporter’s copy of the Shipping Bill. • The person in charge of the carrier files an Export General Manifest (EGM) specifying the goods being carriedto customs before departure. How much time is taken for the procedure of customs clearances? Although the customs clearance process is similar throughout the globe, the time take for customs clearance in India will differ from that taken for customs clearance dubai or kazakhstan. This happens because some import-export laws might differ from country to country, and the goods being transported might require special permissions for import/export.
For instance, inflammable, nuclear substances, poultry, drugs, firearms, fur, etc might be permitted for import in Kazakhstan with no additional documents or permissions but the customs clearance in Senegal for these goods might require additional licenses or permissions for import. On average, the time taken for customs clearance in India varies from 5 days to 15 days depending on the promptness in payment of duties by the importer/exporter and the correct presentation of documents. The time taken for customs clearance in Dubai is 5-10 days from the time of arrival of goods at the port. How to Reduce the Time Taken For the Customs Clearance process? With so many documents to present to the customs authorities, exporters/importers find the customs clearance process tiresome. The best possible solution to reduce errors in this process and speed it up is to hire freight forwarders or customs brokers.
Freight forwarders and customs brokers take care of preparing all the documents and getting clearances from customs authorities sooner. If hiring reputed freight forwarders and customs brokers with a reliable network across the globe looks like another challenge, businesses can consider becoming a member of the World Logistics Passport. The WLP is a logistics loyalty program, which has a wide network of logistics companies, freight forwarders, and local partners in member countries that speed up the import/export procedure.
