The Ministry of MSME has been implementing the MSME Champions Scheme, earlier known as the Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS), for promoting competitiveness amongst MSMEs by way of wastage reduction through Lean Manufacturing, support for design improvement, building awareness on Intellectual Property Rights, Zero Defect Zero Effect (ZED) Scheme, digital empowerment of MSME through Digital MSME. The MSME Champions scheme has been formulated through the Standing Finance Committee (SFC) for a period of 5 years, i.e., 2021-22 and 2025-26. The scheme has various components, as discussed further. MSME Sustainable (ZED) Certification scheme envisages the promotion of Zero Defect Zero Effect (ZED) practices to encourage and enable MSMEs to manufacture quality products using the latest technology and tools and to constantly upgrade their processes for the achievement of high quality with the least effect on the environment. The government supports technology upgrades for Zero Effect Solutions up to Rs.3 lakhs.  MSME Competitive (LEAN) scheme provides a subsidy of 90% of the total cost of implementation to a group of MSME Units for the adoption of Lean tools/techniques. MSME- Innovative (Incubation, IPR, Design and Digital MSME) is a new concept for MSMEs with a combination of innovation in incubation, design intervention and protecting IPR in a single mode approach to create awareness amongst MSMEs about India's innovation and motivate them to become MSME Champions. Up to Rs.1 cr. of financial assistance is provided for Plant and Machinery. Another central government subsidy scheme includes the Technology Development Fund (TDF), established to promote self-reliance in defence technology as a part of the 'Make in India' initiative. In addition to providing grants-in-aid for developing indigenous technology, the Scheme also offers other benefits to the industry. UP government schemes for MSMEs include reimbursement of 60% amount of the annual interest paid by the unit on the loan for the purchase of plant and machinery eligible under the Technology Upgradation Fund scheme(TUFS) for a period of 07 years. The upper limit of this subsidy is INR 1.5 Crore per annum per unit.
