The USAF and the 386 ECONS have been prejudicing and and excluding a small business from the competition based on a perceived lack of business integrity, in effect making a negative responsibility determination, without referring the matter to the Small Business Administration under the Certificate of Competency procedures. They have been discriminating small businesses which is a direct violation of Small Business Act.<br>

DEPARTMENT OF THE AIR FORCE 386th AIR EXPEDITIONARY WING (USAFCENT) ALI AL SALEM AIR BASE, KUWAIT MEMORANDUM FOR AL MUSAIRIE NATIONAL GEN TRDG PO BOX 47976 FAHAEEL 64030, KUWAIT FROM: 386 ECONS/LGCC ALI AL SALEM AIR BASE, KUWAIT SUBJECT: Establishment of Blanket Purchase Agreement – Type I and Type III Concrete 1. We propose to establish a Blanket Purchase Agreement (BPA) to provide cement to Ali Al Salem, Al Mumbarek and Al Jaber. The contractor shall be required to deliver a total of 84m3/day, in increments no less than 1m3 within 48 hours. Multiple trips are acceptable to accomplish total quantity, but a minimum of four 7m3 concrete trucks shall be available if required. A requirement of both Type I and Type III 5,000psi concrete will be the only acceptable concrete. The Price List attached lists all the required items for pricing. A BPA is not a binding contract, they are agreements, and as agreements, prices must be set prior to any order being placed against the BPA. The price list must indicate: •An effective date when the Price List takes effect •Price list should be good for one year or more •The Price List must be signed by a representative/officer of your company authorized to provide pricing. 2. As concrete is required, the Contracting Officer will place class against the pre-approved price list and you will be required to perform in accordance with all terms and conditions of the BPA. If you agree with the terms and conditions of the BPA please complete all documetns concerning this BPA and return it to the Contracting Officer. 3. Please submit your pricing to the Contracting Officer no later than 9 Mar 15, 10:00am Local Time. 3.
