  7. The Bureau of Product Standards (BPS) represents the Philippines in ISO and IEC • The Department of Telecommunication Commission (DOTC) represents the Philippines in ITU • The Department of Agriculture (DA) represents the Philippines in Codex Alimentarius Commission

Alignment with International Standards • Total no. of Philippine National Standards (PNS) - 1,702 • No. of standards aligned - 953 • % alignment - 56% Participation to International Standardizing Bodies • ISO: Participating (P) member to • 26 Technical Committees (TC) Observer (O) member to 42 TCs

Philippine Standard (PS) Quality and/or Safety Certification Mark Scheme – DAO 1:1997 Main Features : • Alignment with ISO 9000 for factory inspection • Auditor to be registered in the NRSQA before they can allow to perform the audit • Opportunity for company abroad to apply for PS Mark • MOU/MRA with foreign certification body • Product testing will be based on PNS requirement

Status of Implementation: As of 31 October 2001, • 528 PS licenses granted • 9 PS Licenses issued to foreign companies Current Development: • The Practice of Product Certification is being aligned with ISO/IEC Guide 65 • Strengthen enforcement to eliminate substandard products from the market

  14. Import Commodity Clearance (ICC) Certification Mark Scheme – DAO 8:1995 Main Features : Three options an importer can choose, 1. Usual inspection, sampling and testing on a per shipment per bill of lading basis. 2. Testing from the country of origin; • by a laboratory accredited by a laboratory accreditation body that is signatory to APLAC MRA • from a laboratory that have MOU/MRA with BPS on product test 3. Foreign manufacturer to apply for the PS Mark • made possible through an MOU/MRA Testing of product shall be based on PNS.

  15. Current Development: • Revision of DAO 8:1995 to incorporate - Product identification and traceability - Treatment of used/second hand products - Accommodation of voluntary ICC Application • For signing within the year, 2001

  16. Product Testing • third-party testing to verify conformance to standards and specifications • supports the product certification scheme • supports research requirements for the formulation of standards

  17. Quality System Certification • 6 Certifying Bodies (CB) operating in the Philippines • 2 are accredited by BPS under the BAS - recognizes certification issued by accredited CB for factory inspection relative to PS Mark

  18. National Registration Scheme for Quality Auditors (NRSQA) • BPS Guidelines for Registration of Auditors • Assure competence of auditors performing audit function, ISO 10011 • Covers quality system, product inspection and laboratory assessors • 67 auditors are registered in the NRSQA • Aligned with IATCA requirements

  22. Developments towards APLAC MRA membership: • Appraisal for readiness to APLAC MRA in August 1998 • Submitted application to APLAC MRA in July 2000 • Audit survey by JICA on 6-7 July 2000 • To be APLAC MRA signatory by 2002
