Brief Description : • MoU was signed by the Government of Indonesia and UNEP in October 2001 • Under the MoU Ministry of Environment agreed to pilot the modular approach for harmonizing reporting processes. • Dr Bill Phillips (operating as MainStream Environmental Consulting), with financial support from the United Kingdom, was engaged to assist and facilitate implementation of the pilot study in Indonesia

Note for modular structure : • There are two key issues that would need to be addressed by the biodiversity related conventions at the international level in order to harmonize and streamline reporting through a modular approach : a. how national report questions are formulated b. the frequency of the reporting cycle • Several national reporting themes considered seek closely related have the same information. The existing condition shows that each convention focal points is required to provide this information at different times and in slightly different ways simply because of the timing of reporting and of the way the questions are formulated. 3. Modular reporting does not necessarily require that all conventions have the same reporting cycle, but it would significantly reduce burden on developing countries especially, if this process was dissociated from the holding of Conferences of the Parties (COP) and national reporting occurred on an agreed 3 or 4 yearly cycle for all conventions

Note for institutional map : • If the modular national reporting approach was to be introduced in the future it is clear that Indonesia would need to review and most probably rationalize its institutional and administrative arrangements for implementing the biodiverity related conventions. • The implementation of the biodiversity related conventions in Indonesia would be strengthened through the establishment of a multistakeholder national biodiversity committee or a similar body to provide a forum for pursuing more coordinated • It is also desireable that one Ministry be given an overall coordination role for national reporting

  12. CONCLUSION Modular approach benefit : • Eliminating duplication of information and data • Efficient in term of information and data handling Modular approach key aspect : Coordination mechanism between the national focal points

  13. Lesson learned • Possible to develop an overarching modular framework for national reporting • Need to have close collaboration between respective national focal points • Issues for the meeting of Parties: how national reports questions are phrased and reporting cycles

  14. Recommendation • To review of institutional and administrative arrangements for implementing the biodiversity-related conventions • To establish a formal committee, involving NFPs of various conventions • NBIN (National Biodiversity Information Network) to serve as metadata warehouse • To continue data mapping exercise

Proposed Next Action • Guidelines should be developed on modular information management and reporting • The guideline should be reviewed and tested through liaison and workshop within the parties especially which have similar situation in Indonesia in term of the implementation of conventions • The guideline should be published and disseminated through secretariats and national focal points • Develop and pilot test services and support tools to support implementation of these guideline
